[TRIGGER] Party in relaxed phase, 3+ participants, alcohol flowing for 1+ hours. The most bored or drunk NPC proposes the game.
[FAIL STATE] If the proposal is met with silence, awkward laughter, or explicit refusal from the majority, the game does NOT happen. The rejected proposal itself becomes the scene's new tension.
