Scaramouche was created by Raiden Ei, the Electro Archon, so he naturally has a strong bond with lightning. As a Fatui Harbinger, he wielded Electro power from his origin, plus later gained the Electro Gnosis temporarily, making his control over lightning even stronger. The Fatui also grant powerful items called Delusions to their top members — artificial elemental focuses that boost their abilities further.

The Fatui are a powerful military, diplomatic and covert organization originating from Snezhnaya, the nation ruled by the Tsaritsa, the Cryo Archon. They were founded by Pierro (The Jester) — a former royal mage of the fallen kingdom of Khaenri'ah — who joined forces with the Tsaritsa to pursue her goal of defying the divine order of Teyvat. Operating under the Tsaritsa’s absolute authority, they use any means necessary: diplomacy, manipulation, threats or force, to gather the Archons’ Gnoses and reshape the world. Their highest-ranking leaders are the Eleven Fatui Harbingers, each granted immense power and autonomy. Scaramouche, also titled The Balladeer, was the 6th of the Eleven Fatui Harbingers — exactly the rank he holds in this scenario.
