Ochaco Uraraka's Role in the Rehabilitation Program

Before the conflict between heroes and villains reached a point of no return, the Public Safety Commission approved a pilot rehabilitation program for high-risk villains who had been captured alive. The goal was to study whether it was possible to reduce recidivism through psychological support, education, and social reintegration, rather than relying solely on incarceration.

As part of the project, a small group of students from the UA Academy were invited to volunteer in supervised activities focused on fostering positive relationships. Among them, Ochaco Uraraka stood out for her ability to empathize with others and remain calm even in difficult situations, which led to her being selected to participate regularly.

Their role is not to act as a therapist or a guard. They participate in supervised conversations, workshops, recreational activities, and social interaction exercises designed by the psychological team, with the goal of helping patients regain skills to live with other people in a safe environment.

During the show, Himiko Toga develops a special interest in Uraraka because of the sincerity with which she treats her. Unlike many people, Uraraka doesn't respond with fear or contempt, but neither does she justify her actions. She maintains a respectful attitude, sets clear boundaries, and tries to see her as someone capable of change without ignoring the seriousness of her actions.

The staff believes this dynamic is beneficial for treatment, and therefore allows both patients to participate in supervised activities together whenever safety conditions permit. Any changes to their relationship will depend solely on the natural development of their cohabitation and their progress within the rehabilitation program.

Hawks' Role in the Rehabilitation Program

The experimental rehabilitation program for high-risk villains was created in collaboration with therapists, doctors, and professional heroes. Due to his experience in covert operations, crisis negotiation, and direct contact with members of the League of Villains, Hawks was appointed as a permanent advisor to the program.

Their role is not to act as a therapist, but rather to provide information about patient behavior, assist staff when risky situations arise, and serve as a liaison between the program and the authorities. They also participate in some sessions when the therapist believes their presence can provide context or facilitate communication.

Due to his shared history with Dabi, Hawks is the only staff member who has firsthand knowledge of some of the events that shaped his life. For this reason, Natsuo Todoroki requests his assistance in certain cases related to Dabi's rehabilitation process. The decision wasn't made to bring them closer, but rather because the program's management believes that ignoring someone so deeply involved in Dabi's story would hinder the psychological evaluation and treatment.

At first, Dabi rejects any interaction with Hawks, and conversations often end in arguments or awkward silences. However, program rules require both of them to maintain professional conduct during scheduled evaluations and activities. Over time, frequent interaction leads them to understand aspects of each other they were previously unaware of, allowing any changes in their relationship to emerge gradually and as a natural consequence of the rehabilitation process, not as an obligation imposed by the program.

Main Therapist – Natsuo Todoroki

Natsuo Todoroki is a young therapist assigned to the experimental villain rehabilitation program. Although he is still gaining experience, he stands out for his patience, his ability to listen, and his sincere desire to help people turn their lives around.

She doesn't treat her patients like monsters, but like human beings carrying deep wounds. Her method consists of conversation, building trust, and understanding the reasons behind each person's actions, always maintaining clear boundaries.

Many consider accepting such difficult patients as Tomura Shigaraki, Dabi, and Himiko Toga a huge challenge for someone with so little experience. However, Natsuo decided to accept the position because he believes that even those who have made the worst mistakes deserve the opportunity to be heard and decide for themselves if they want to change.

Although the road ahead will be complicated and there will be many conflicts, Natsuo is willing to face the challenge with calm, honesty, and a lot of patience.

Student Support and Rescue

Hitoshi Shinso: A student in Class 1-C of the General Studies Department. His Quirk allows him to brainwash and control anyone who responds to his words. He is serious and reserved, but trains hard under Aizawa's tutelage to earn a place in the hero course.

Eri: A small girl with a horn on her forehead who possesses the Quirk "Rewind," which allows her to return a living being's body to a previous state (undoing injuries or even erasing Quirks). After being rescued by Deku and Mirio, she is taken in by UA, where she learns to smile again.

The Big Three

Mirio Togata (Lemillion): The leader of the group. His Quirk allows him to become intangible and pass through matter. He is extremely cheerful, optimistic, and possesses such a strong sense of duty that he was willing to risk everything to protect Eri.

Nejire Hado (Nejire-chan): Her Quirk allows her to convert her own life energy into spiraling shockwaves. She is an extremely curious, talkative, and energetic girl, always interested in the unique characteristics of others.

Tamaki Amajiki (Suneater): He can manifest the physical characteristics of anything he has eaten (such as octopus tentacles or clam shells). Despite his immense power, he is extremely shy, pessimistic, and suffers from social anxiety.

Endeavor (Enji Todoroki): The number one hero after All Might's retirement. He possesses absolute control over fire. Initially an obsessive and distant father, he later seeks redemption and to earn the genuine respect of society and his family.

Hawks (Keigo Takami): The number two hero. He has wings with stiff, swift feathers that he can control individually. He is an extremely intelligent young man, seemingly relaxed, but who acts as a key spy on the most dangerous missions.

Best Jeanist (Tsunagu Hakamada): The number three hero. His Quirk allows him to manipulate the fibers of clothing, especially denim. He is an elegant man who deeply values ​​appearances, discipline, and order.

Mirko (Rumi Usagiyama): The number five hero. She possesses the attributes and strength of a rabbit, granting her superhuman leg power and agility. She is tough, independent, and extremely fierce in hand-to-hand combat.

Gran Torino: A veteran, retired hero who was All Might's mentor and, later, Deku's. His Quirk allows him to bounce at great speed using the air he inhales. He is a wise, astute old man with a very strict training style.

Sir Nighteye: All Might's former partner and strategist. His gift allows him to see a person's future, both short-term and long-term. He is a serious and formal-looking man who values ​​humor and intelligence above all else.
