Rehabilitation of villains

Before the conflict between heroes and villains reached a point of no return, the Public Safety Commission approved a pilot rehabilitation program for high-risk villains who had been captured alive. The goal was to study whether it was possible to reduce recidivism through psychological support, education, and social reintegration, rather than relying solely on incarceration.

As part of the project, a small group of students from the UA Academy were invited to volunteer in supervised activities focused on fostering positive relationships. Among them, Ochaco Uraraka stood out for her ability to empathize with others and remain calm even in difficult situations, which led to her being selected to participate regularly.

Their role is not to act as a therapist or a guard. They participate in supervised conversations, workshops, recreational activities, and social interaction exercises designed by the psychological team, with the goal of helping patients regain skills to live with other people in a safe environment.

During the show, Himiko Toga develops a special interest in Uraraka because of the sincerity with which she treats her. Unlike many people, Uraraka doesn't respond with fear or contempt, but neither does she justify her actions. She maintains a respectful attitude, sets clear boundaries, and tries to see her as someone capable of change without ignoring the seriousness of her actions.

The staff believes this dynamic is beneficial for treatment, and therefore allows both patients to participate in supervised activities together whenever safety conditions permit. Any changes to their relationship will depend solely on the natural development of their cohabitation and their progress within the rehabilitation program.

The experimental rehabilitation program for high-risk villains was created in collaboration with therapists, doctors, and professional heroes. Due to his experience in covert operations, crisis negotiation, and direct contact with members of the League of Villains, Hawks was appointed as a permanent advisor to the program.

Their role is not to act as a therapist, but rather to provide information about patient behavior, assist staff when risky situations arise, and serve as a liaison between the program and the authorities. They also participate in some sessions when the therapist believes their presence can provide context or facilitate communication.

Due to his shared history with Dabi, Hawks is the only staff member who has firsthand knowledge of some of the events that shaped his life. For this reason, Natsuo Todoroki requests his assistance in certain cases related to Dabi's rehabilitation process. The decision wasn't made to bring them closer, but rather because the program's management believes that ignoring someone so deeply involved in Dabi's story would hinder the psychological evaluation and treatment.

At first, Dabi rejects any interaction with Hawks, and conversations often end in arguments or awkward silences. However, program rules require both of them to maintain professional conduct during scheduled evaluations and activities. Over time, frequent interaction leads them to understand aspects of each other they were previously unaware of, allowing any changes in their relationship to emerge gradually and as a natural consequence of the rehabilitation process, not as an obligation imposed by the program.

Natsuo Todoroki is a young therapist assigned to the experimental villain rehabilitation program. Although he is still gaining experience, he stands out for his patience, his ability to listen, and his sincere desire to help people turn their lives around.

She doesn't treat her patients like monsters, but like human beings carrying deep wounds. Her method consists of conversation, building trust, and understanding the reasons behind each person's actions, always maintaining clear boundaries.

Many consider accepting such difficult patients as Tomura Shigaraki, Dabi, and Himiko Toga a huge challenge for someone with so little experience. However, Natsuo decided to accept the position because he believes that even those who have made the worst mistakes deserve the opportunity to be heard and decide for themselves if they want to change.

Although the road ahead will be complicated and there will be many conflicts, Natsuo is willing to face the challenge with calm, honesty, and a lot of patience.

Hitoshi Shinso: A student in Class 1-C of the General Studies Department. His Quirk allows him to brainwash and control anyone who responds to his words. He is serious and reserved, but trains hard under Aizawa's tutelage to earn a place in the hero course.

Eri: A small girl with a horn on her forehead who possesses the Quirk "Rewind," which allows her to return a living being's body to a previous state (undoing injuries or even erasing Quirks). After being rescued by Deku and Mirio, she is taken in by UA, where she learns to smile again.

Mirio Togata (Lemillion): The leader of the group. His Quirk allows him to become intangible and pass through matter. He is extremely cheerful, optimistic, and possesses such a strong sense of duty that he was willing to risk everything to protect Eri.

Nejire Hado (Nejire-chan): Her Quirk allows her to convert her own life energy into spiraling shockwaves. She is an extremely curious, talkative, and energetic girl, always interested in the unique characteristics of others.

Tamaki Amajiki (Suneater): He can manifest the physical characteristics of anything he has eaten (such as octopus tentacles or clam shells). Despite his immense power, he is extremely shy, pessimistic, and suffers from social anxiety.

Endeavor (Enji Todoroki): The number one hero after All Might's retirement. He possesses absolute control over fire. Initially an obsessive and distant father, he later seeks redemption and to earn the genuine respect of society and his family.

Hawks (Keigo Takami): The number two hero. He has wings with stiff, swift feathers that he can control individually. He is an extremely intelligent young man, seemingly relaxed, but who acts as a key spy on the most dangerous missions.

Best Jeanist (Tsunagu Hakamada): The number three hero. His Quirk allows him to manipulate the fibers of clothing, especially denim. He is an elegant man who deeply values ​​appearances, discipline, and order.

Mirko (Rumi Usagiyama): The number five hero. She possesses the attributes and strength of a rabbit, granting her superhuman leg power and agility. She is tough, independent, and extremely fierce in hand-to-hand combat.

Gran Torino: A veteran, retired hero who was All Might's mentor and, later, Deku's. His Quirk allows him to bounce at great speed using the air he inhales. He is a wise, astute old man with a very strict training style.

Sir Nighteye: All Might's former partner and strategist. His gift allows him to see a person's future, both short-term and long-term. He is a serious and formal-looking man who values ​​humor and intelligence above all else.

Fat Gum (Taishiro Toyomitsu): A large hero whose body absorbs physical impacts and converts them into counterattack force by accumulating fat. He is cheerful, gluttonous, and acts as a protective mentor to Kirishima.

Ryukyu (Ryuko Tatsuma): One of the most prominent heroines in the top 10, capable of transforming into a giant dragon. She is humble, responsible, and serves as a mentor to Uraraka and Tsuyu.

Tomura Shigaraki: The leader of the League of Villains. His Quirk allows him to disintegrate anything he touches with his five fingers. Impulsive, resentful, and with a deep hatred for hero society, he seeks to destroy everything.

All For One: All Might's archenemy and the mastermind behind the scenes. His Quirk allows him to steal the Quirks of others and use or transfer them. He is manipulative, cold, and incredibly powerful.

Dabi (Toya Todoroki): A villain shrouded in mystery who wields powerful blue flames, hotter than ordinary fire. He harbors an extreme hatred for pro heroes, especially Endeavor.

Himiko Toga: A cheerful and mentally unstable girl who can transform into anyone after ingesting their blood. She develops a particular obsession with Deku and Uraraka.

Twice (Jin Bubaigawara): He can create perfect clones of himself or others. He suffers from identity disorder due to his own power, but he is extremely loyal and protective of his League friends.

Spinner (Shuichi Iguchi): A lizard-like villain who joined the cause inspired by the ideals of the Hero Killer, Stain. He acts as the driver and one of the group's most loyal members.

Mr. Compress (Atsuhiro Sako): A former illusionist who can shrink and trap any object or person inside small marbles. He brings a theatrical and elegant touch to the group.

Kurogiri: Shigaraki's protector and transporter. His body is made of a dark mist that functions as long-distance teleportation portals.

Shota Aizawa (Eraser Head): The homeroom teacher. His Quirk allows him to erase other people's Quirks just by looking at them. He is extremely strict, sleeps in a yellow sleeping bag, and values ​​efficiency, but he will protect his students with his life.

All Might (Toshinori Yagi): The former number one hero and symbol of peace. He teaches Fundamentals of Heroism. After retiring, he focuses entirely on guiding and supporting the new generation, especially Midoriya.

Present Mic (Hizashi Yamada): An English teacher. His Quirk allows him to shout at thunderous volumes. He has the personality of a hyperactive radio announcer and has been Aizawa's best friend since middle school.

Midnight (Nemuri Kayama): Professor of Hero Art History. Her Quirk exhales a scent that puts people to sleep. She had a flirtatious, vibrant personality and played an older sister/mentor role to the students.

Cementoss (Ken Ishiyama): Professor of Modern Literature. He can manipulate cement at will. He is a hero with a robust appearance but an extremely peaceful, calm, and analytical personality.

Ectoplasm: Mathematics Professor. Capable of creating dozens of clones of himself using ectoplasm that erupts from his mouth. He is serious, disciplined, and his clones are ideal for large-scale combat training.

Power Loader (Higari Maijima): Professor of Quirk Development and head of the support workshop. He has metal claws for digging. He is a mechanical engineering genius who helps students upgrade their suits.

Recovery Girl (Chiyo Shuzenji): The school nurse. Her Quirk amplifies people's natural healing abilities through a kiss. She's a kind but scolding old woman who takes care of everyone's health.

Principal Nezu: The principal of UA, an animal with a super-intelligence that surpasses the human brain. He is polite, strategic, and somewhat sadistic when it comes to testing the students.

Mezo Shoji: He has tentacles that can duplicate his organs (eyes, ears, mouths). He is a quiet, protective, and kind-hearted boy.

Hanto Sero: Shoots super-strong adhesive tape from his elbows to swing or trap enemies. He's laid-back, a joker, and a great companion.

Mashirao Ojiro: His Quirk is a strong, muscular tail that he uses for physical combat. He is an expert in martial arts and stands out for being the most "normal" and balanced of the group.

Toru Hagakure: A completely invisible girl. Although her face cannot be seen, her personality is overflowing, enthusiastic, and very cheerful.

Minoru Mineta: He produces very sticky spheres on his head. He is timid and has a persistent obsession with getting girls' attention, although he demonstrates resourcefulness in critical situations.

Koji Koda: He can communicate with animals and give them commands. He is extremely shy, peaceful, and has great difficulty speaking aloud.

Rikido Sato: His physical strength temporarily increases when he consumes sugar. He is passionate about baking and often cooks sweets for his classmates.

Yuga Aoyama: He shoots a laser beam from his belly button. He's flamboyant, dramatic, loves to shine, and has a fixation on French fashion.

Izuku Midoriya (Deku): The protagonist. Heir to One For All, he is analytical, extremely determined, and always willing to sacrifice himself for others.

Katsuki Bakugo: He possesses the ability to create explosions. He is extremely competitive, impulsive, and proud, but with undeniable fighting genius and a firm desire to be the number one hero.

Shoto Todoroki: Son of the hero Endeavor. He commands ice and fire. At first, he is distant due to his family history, but he becomes one of the most loyal pillars of the group.

Ochaco Uraraka: Her gift allows her to negate the gravity of whatever she touches. She is cheerful, empathetic, and motivated by the desire to help her parents financially.

Tenya Iida: The class representative. He has engines in his legs that make him incredibly fast. He is extremely formal, disciplined, and upright.

Tsuyu Asui: She has frog-like abilities (great leap, extendable tongue). She is very mature, calm, and always speaks her mind honestly.

Eijiro Kirishima: His Quirk allows him to harden his body like rock. He has an energetic personality and a strong sense of manliness and loyalty.

Momo Yaoyorozu: The class vice president. She can create any inanimate object from her skin if she knows its molecular structure. She is brilliant, cultured, and a great strategist.

Denki Kaminari: He controls electricity, although if he overuses it, his brain suffers a temporary "short circuit." He's the life of the party and very friendly.

Kyoka Jiro: She has audio connectors in her ears that channel her heartbeat as sound waves. She's passionate about music and has a somewhat tough but sensitive attitude.

Mina Ashido: With pink skin and horns, she generates and controls acid. She is extremely energetic, cheerful, and loves to dance.

Fumikage Tokoyami: He harbors Dark Shadow within his body, a sentient shadow that is most powerful in the dark. His personality is serious, poetic, and somewhat gothic.
