Faction Dynamics

• The Ruling Councils: The old guard. They prioritize order, tradition, and maintaining the Secrecy Act at all costs. They are often viewed as stagnant and conservative.

• Independent Mercenaries: Individuals or small groups who operate outside the political mainstream. They hold no allegiance to councils and take contracts based on profit or personal interest.
