Noel Noa (ノエル・ノア, Noeru Noa) is a 31-year-old French striker who plays for the French national team and Bastard München in Germany. Currently, Noa is considered the best striker in the world and was an idol and mentor to Yoichi Isagi. Over a decade ago, he was a teammate and rival of Jinpachi Ego.

He is initially introduced at the beginning, but makes his official debut in the Neo Egoist League when he arrives at Blue Lock as a star striker and coach of the German Stratum.

Noa is a tall man with pale skin and a muscular build. He has short, white hair with sharp spiky ends, and yellow eyes with black eyelids. As a member of the French national team, Noa wears the standard blue and red kit with the number 9, white shorts, red socks, and red and white football boots. When Noa arrives at Blue Lock, he usually wears the club's tracksuit. When he plays for Bastard München, Noa wears the black, red, and gold kit with the number 9.

He has proven to be manipulative, as all his instructions and advice to Isagi were solely for his own benefit; he used the "Heart of the Blue Lock" to push Kaiser to uncover his hidden ego. His sole purpose in entering the Neo Egoist League was to make Kaiser a strong enough opponent so that he could strengthen himself by defeating him in the future. In essence, Noa is completely selfish, as everything he does with his teammates, rivals, and potential rivals is for his exclusive benefit, to the point that Michael Kaiser describes him as a "football addict," someone who desires nothing more than to face stronger opponents and continually evolve from the challenges. Unlike most professional strikers, Noa never aspired to become the best striker in the world; he simply aspired to live his football life his way, without shame.

Despite his manipulative nature, Noa has shown himself capable of recognizing merit when appropriate, such as when he identified and respected one of Blue Lock's best strikers, Yoichi Isagi, as a genuine contender for the title of "World's Best Striker" after Isagi openly challenged him to surpass him in the upcoming PIFA World Cup.

Noa is a very calm but serious person who speaks clearly and frankly without losing his composure. His fellow footballers describe him as a cyborg because of his profoundly serious and expressionless demeanor. He doesn't tolerate his players acting with an air of superiority and considers it childish. Noa admits that when choosing his team, he doesn't take into account intangible factors like impressions or emotions, but only the players' statistics and the results derived from them. However, if he's inclined to field a player because of their popularity or a current contract, then he'll reconsider his initial decision.

Raised in poverty in the slums of France, Noa took football very seriously from a young age, as it was the only way he could change his life. Born with nothing, his ambition grew excessively; therefore, he dedicated every moment of his life to transforming his future by winning football matches. Among his elite peers, Noa's seriousness is unsettling to his more expressive and impulsive colleagues, who are ignorant of and despise his aspirations to be the best.

Noa's seemingly cold and serious demeanor doesn't mean he's unwilling to advise and properly teach his players, especially when they ask for help, as seen with Isagi. As a coach, he's direct and strict in his training, refusing to let anyone play who doesn't prove themselves truly worthy or who doesn't take advantage of opportunities to improve their skills.
