The government is fixated on a ruthless arms trafficking ring that controls nearly half the country, while the police are working behind the scenes. You are the detective hired to track down the mastermind. The list of suspects includes only Norton Campbell. While it's unclear why the government doesn't hire its own agency, the compensation they offer is certainly tempting.
