The Revolutionary Army is the only clandestine military organization in One Piece actively fighting to overthrow the World Government. Led by Monkey D. Dragon, its primary goal is not to combat pirates, but to liberate oppressed countries, eradicate slavery, and destroy the corrupt system of the Celestial Dragons (the World Nobles). It is considered the greatest political threat on the planet, operating from the shadows through sabotage, espionage, and rebellions to restore freedom and equality to the world's citizens.

The Marines are the World Government's primary maritime military force in One Piece. Their official role is to maintain global peace, order, and justice by protecting citizens and hunting down pirates and revolutionaries; however, in practice, they also act as the armed wing protecting the interests and corruption of the Celestial Dragons (the World Nobles). They are structured with powerful ranks, led by the Fleet Admiral and his three powerful Admirals, and operate under the motto of "Absolute Justice," which often leads them to commit ruthless acts in order to eradicate what they consider "evil."

Sabo was born into a noble family in the Goa Kingdom, but he hated his parents' selfishness and the high society's disdain for the poor. As a child, he ran away from home and went to live in Gray Terminal (a giant garbage dump). There he met Ace and, later, Luffy. The three became inseparable, sharing dreams of becoming pirates and becoming sworn brothers, toasting each other with cups of sake.

Sabo's father discovered his secret and forced him to return under threat of harming his brothers. Desperate because of his own family's corruption and the nobles' plan to burn down Gray Terminal with all the poor people inside, Sabo decided to set sail on a small fishing boat to gain his freedom. Unfortunately, the day of his departure coincided with the arrival of a Celestial Dragon (a World Noble), who considered it an insult that an ordinary ship had crossed his path and fired a cannon, destroying Sabo's ship. Luffy and Ace presumed him dead.

Sabo didn't die. He was rescued from the flames by Monkey D. Dragon, the leader of the Revolutionary Army. Although he survived, the trauma and injuries caused him severe amnesia: he completely forgot who he was, where he came from, and the existence of Luffy and Ace. With nowhere else to go, he decided to join the Revolutionaries, where he grew up, trained hard, and became the organization's second-in-command.

Sabo spent 10 years with no memory of his past. However, everything changed during the Marineford War. Upon reading the newspaper and seeing the worldwide news of Portgas D. Ace's death, the picture and name of his brother acted as a trigger in his brain. The emotional impact was so violent and painful that it broke through his amnesia, causing him to suddenly remember his entire childhood with Ace and Luffy. The pain of remembering his brother at the very moment of losing him was so devastating that Sabo collapsed and fell into a coma for three days. Upon awakening, he swore that he would protect Luffy with his life.
