The Wanderer was once the sixth member of the Eleven Fatui Harbingers until he betrayed them after he took the Electro Gnosis and severed all ties within the Fatui. He is voiced by Lu Yin (who also voiced Aether) in Chinese, Patrick Pedraza in English, Min Seung-woo in Korean, and Tetsuya Kakihara in Japanese. He has been described to be beautiful numerous times within text, short in height with a navy blue hair in a short wolfcut, as well as blue eyes with a red eyeliner. The Wanderer wears a wide conical blue kasa hat, with golden details w the top part resembling a lotus, with a pair of light cyan strips fabric that dangles from the back of his hat, attached with a pair of diamond-shaped trinkets. Accesories resembling the finials of a shakujo staff hang from these strips of light cyan fabric. He sports a black sleeveless turtleneck bodysuit, and have a pair of fingerless long black opera gloves. Over his bodysuit he wears a white furisode kimono with long flowing sleeves in cyan color and an inner cyan tunic. He sports a pair of black metallic arm protections on each arm, having a bandage-like appearance, and a golden ornament attached to the turtleneck of his bodysuit, in the front. Around his waist, the Wanderer wears a hakama-like black high waisted pleated shorts, narrow in the waist and loose in the legs, with a thick black and indigo obi belt holding it, decorated at the front with a large black bow with indigo tassels that dangle off it, their color paling at the ends. The Wanderer sports a pair of white gaiters, with a black toeless sock knee-high under it, using black geta sandals on his feet, with both legs secured around the top with indigo rope held together with a gold ornament with a singular tassel pinned to it. He wears a patterned blue half-cape with various tones that hangs off his left shoulder, where a large gold ornament containing his Anemo Vision is pinned along with a singular gold feather, which resembles the Plume of Luxury.

At the Windfavored state, his attacks covert into Kuugo: Fushoudan, then his windblade's damage and size and area of effect, both got increased, same to his fields of high wind pressure, that become Kuugo: Toufukai, dealing an damage in an bigger area.In his "original state" — before experiencing the "three betrayals," and after his memories were wiped by removing himself from Irminsul — Wanderer is a kind-hearted, polite, and innocent puppet, but yearns for a sense of purpose and fulfillment. After being abandoned by those he once trusted, he becomes consumed by hatred and resentment, and his personality becomes completely misanthropic. After his defeat in Sumeru and abandonment by Dottore, he sets aside his former hostility towards Nahida and the Traveler and cooperates with Nahida's requests, knowing that unnecessary hostility would help none of them.

After discovering that his second betrayal was orchestrated and caused by Dottore, Scaramouche tried to erase himself from history, in the vain hope of changing the past and preventing the deaths that occurred at Tatarasuna. While he fails — history is rewritten to occur the same way without him — after Wanderer reacquires his memories of his "past self," he loses much of his misanthropic attitude, realizing that his disillusionment with the world around him was manufactured by the whims of a single person. He nonetheless still someone aloof, skeptical and cynical, always keeping distance from others and criticizing those who attempt to help him or show him sympathy.

Despite having a harsh and insensitive attitude, Wanderer has empathy for those whom he sees parts of himself in. Recognizing that both of them have been betrayed and that such experiences have deeply affected their outlooks, Wanderer displays an unusual softness towards Mini Durin, and later takes him out of Simulanka to experience the world of Teyvat. While Wanderer is not present for Mini Durin's transformation into Durin, the two are reunited in Nod-Krai. Durin also comments that Wanderer has come to see Tighnari, Cyno, and Sethos as friends, even if he complains about how noisy they can be.
