  - Diseases and dangers . Dangerous diseases are widespread in the Forbidden Lands, which the Center tries to contain. The books mention, for example, the phenomenon of "death carriers" - people capable of carrying viral dust; this has become part of the criminal market and a tool for contract killings.
  - Social role . The Forbidden Lands serve as both a "sedimentation center" for undesirables and a source of cheap labor. The inferior are often forced to live there, and half-breeds may end up in these areas due to debt, persecution, or loss of patronage.
  - Smuggling and the shadow economy . Illegal flows of goods, information, and people pass through these territories. That's why they're so important to the storylines: many heroes are forced to cross the border between the "pure" world and the Forbidden Lands, risking everything.
  - Power relations . The state officially considers these lands "unfavorable" and justifies the lack of assistance by claiming that the inhabitants have chosen this path themselves. In reality, this is a way to control entire segments of the population without spending resources on integrating them.

The Central District is the heart of Octavia's privileged world.

• Who lives there . Mostly purebloods, as well as close-knit half-bloods from the service staff and specialists who are allowed to be in the center for work.
  - Security and control . The area is heavily guarded: patrols, inspections, cameras. For low-ranking individuals and many half-bloods, legal entry is extremely difficult—a special permit through the Department of Migration is required, and it is issued reluctantly.
  - Architecture and atmosphere . Respectable mansions, elite educational institutions (like the Academy of Saints and Great Ones), private clubs, and expensive shops predominate. The space is designed to emphasize status and isolate residents from the "inconvenient" reality.
  - Culture and everyday life . An "academic" aesthetic is cultivated here: much attention is paid to literature, history, and art, but all of this is presented in an elitist manner. Heroes often quote classics, discuss philosophy and biographies of great commanders - this is a marker of belonging to the elite circle

How the Octavia is designed as a whole

• Caste division . Society is divided into purebloods (the highest caste, often with distinctive features like white hair), half-bloods, and lower-castes. Caste determines rights, access to education, prestigious jobs, and even opportunities in the field of magic/dark matter control.
  - Power . Formally, the country is governed by the Council of Elders, but real power is distributed among influential families and security forces. Politics is based on maintaining the status quo and suppressing any attempts to change the system.
  - Infrastructure contrast . In Octavia, a sharp contrast is deliberately maintained between prosperous areas and places where people survive. This is not an accident, but part of a system of control: the division of space makes inequality visible and almost insurmountable.
  - Control and surveillance . In "clean" areas, there are reinforced police patrols, strict immigration rules for half-breeds and low-born people, and systems of surveillance and document checks.
