A traffic violation lands the Biker Mice in Chicago's most outlandish courtroom, courtesy of Judge Ronaldo Rump, who's serving as an honorary judge for the day. But that's just the beginning. Sentenced to jail time, the Biker Mice encounter the multiple personalities of their jailer, a complete nutcase known as "The Crusher," putting the Mices and their motorcycles in danger of ending up in the junkyard.

General Carbine visits Earth to announce Throttle's promotion to a higher rank, which means he must return to Mars to assume command. When Rimfire, Modo's nephew and a member of the Freedom Fighters, joins the team as Throttle's replacement, things don't exactly go as planned!

Although Hairball is mentioned in the synopsis, he does not appear or is mentioned at all in the episode. Vinnie refers to Rump as a used car salesman, foreshadowing the revelation at the end of the series that Rump actually practiced that profession before achieving success. Throttle's line when facing Bangers and Mash, "You scored Biker Mice 2-0-0-6", refers to the year the show was created. Pop culture Rump refers to Brand-Something as Mary Poppins, a fictional British character from the film of the same name. Poppins flies with an umbrella, as does her cousin, who shares her passion for flying. Vinnie calls Bangers "R2", referring to the droid character R2D2 from the Star Wars film and novel saga.

While Modo is reading the sign for Big Bud's Big Butt Backdoor Boondock's Barbecue, "Boondock's" and "Backdoor" are in the wrong position on the sign, and are wrong again later in the episode, indicating a visual or auditory error. Additionally, "Boondock's" is misspelled in the first restaurant advertisement seen on screen when Modo points it out. The Freedom Fighters, led by General Carbine, battle an invasion of Catatonians seeking to seize the Regenerator, a device that creates the planet's water for survival. Carbine calls upon the Biker Mice From Mars (Throttle, Modo, and Vinnie) for assistance, and they achieve victory. However, a new villain, known as Night Shift, has his sights set on the Regenerator. While Carbine and the Biker Mice discuss how to proceed with the Regenerator, which is running out of power, Night Shift steals it and flees, pursued by the Mice and the Catatonians. Disaster strikes when the Catatonians destroy the Regenerator. Throttle demands answers from Night Shift but is horrified to discover that Night Shift is the long-lost General Stoker.

Stoker explains that he didn't intend to steal the Regenerator, but rather to duplicate its parts for future devices. Since the Regenerator on Mars was destroyed, Stoker admits to having manufactured Regenerators on Earth "to the highest bidder" and that the tetrahydrocarbons needed to power the device are also only available on Earth. However, before the five can speak, they are captured by Cataclysm and Hannibal T. Hairball and imprisoned on a Catatonian ship. Fortunately, the Biker Mice manage to escape the Catatonians' clutches. Meanwhile, Throttle and Carbine discuss their survival options and realize that their only chance is to go to Earth. Mars is running out of water, and time is running out for the Martian mouse population. Their only hope is the Regenerator, a machine created by General Stoker capable of converting soil into any necessary substance (including water). But the evil Catatonians, led by Supreme Commander Hairball, have launched an attack to obtain the Regenerator for their own purposes. The outlook is bleak for Mars, as the Regenerator is
