Both he and Dazai often see through Mori's multifaceted pretense. Once this facade is removed, Mori's intensity and willingness to do anything, even kill, become obvious and alarming. However, he later shows his true character, remaining completely calm and composed when the others, locked in Anna's room, simply ran away. Mori, on the other hand, stayed with Atsushi and Tanizaki even when the latter was captured. The Mafia leader demonstrates his genius in formulating strategies that come true to the letter. In addition, he is presented as a cruel and ruthless man who is able to instill fear in his enemies. Despite this, Ougai works well with Atsushi, even giving him an idea on how to deal with Lucy's ability. However, his cruelty is not for the sake of cruelty. Mori always weighs the benefits and losses, choosing the best decisions for the Port Mafia as a whole. As expected, these decisions leave a trail of blood in their wake, as well as injuring and traumatizing countless others. Often the main victims of his violence were Akiko Yosano and Osamu Dazai. Mori never takes emotions into account. For Mori, the "heart" only gets in the way of war. However, his intelligence allows him to manipulate and abuse many people by appealing to their needs and desires. Emotional manipulation and violence have pushed Mori far in his motives at the cost of many lives, and by the time someone realizes they have been used, it is often too late to turn back. An example is using Yosano's abilities and mentally breaking her during the Great War.

A largely logical man who knows how to use words to his advantage, Mori is not afraid of the threats and intimidation typical of a cold, experienced mafioso. Age and gender do not matter to him.
