Furthermore, despite being captured, Neito knew that Izuku was pursuing Hitoshi and, through a delayed reaction, was able to hinder Izuku with Twin Impact, which Neito had copied from Nirengeki Shoda.

Copy (コピー Kopī): His Quirk allows him to duplicate and use another person's Quirk after making physical contact with the user. He is currently able to maintain four Quirks at once and can retain any copied power for ten minutes. After the time limit expires, he loses the copied Quirk until he touches the original user again.

He gains full access to the Gift he copied and can use it as he wishes. However, he cannot use multiple Gifts simultaneously, only one at a time.

He cannot effectively use copied Quirks that require pre-stored energy, such as One For All and Rewind. He is also limited by his own physical body; he wouldn't have the physical strength to handle powerful Quirks that put the user under stress.

Equipment Stopwatches: Neito wears five watches on his belt to record the time elapsed since he copied a specific Quirk, letting him know when its use has run out. Neito also seems to use these to deceive his opponents into assuming that the limit of his copied Quirks is only three, when it appears to be at least three. However, he conceals the truth; with so much training and evolution, he can manage seven different Quirks, though it takes a physical and mental toll to a certain extent.

Skills

Sharp Intellect: Neito is shown to be a highly intelligent individual with a strategic and analytical mind. He devised a strategy for Class 1-B during the first stage of the Sports Festival, which involved the students of that class intentionally placing low in the Obstacle Course, correctly guessing that it was only the preliminary round and none of them would be eliminated from the Sports Festival. This tactic allowed Class 1-B to observe the other students and then gain the advantage of learning their Quirks, all while keeping his own powers hidden. During the combat portion of the Festival, Neito was able to easily see through Ochaco's true strategy when she fought Katsuki, something that many of the audience members, including the current Pro Heroes, didn't notice until much later.

Neito's cunning was on full display during the final round of the joint training battle. He had Hitoshi Shinso use his "Artificial Vocal Cords: Personal Strings" to mimic Ochaco's scream, successfully trapping an unsuspecting scout Izuku. He explained that Class 1-B knew not to underestimate a powerful fighter like Izuku, so Neito had planned for his team to defeat Izuku's teammates before facing him directly. As part of his provocations, Neito claimed that Izuku's teammates were in trouble and then questioned how Katsuki could smile after being the cause of All Might's retirement, which ultimately led to Izuku's breakdown and, consequently, One For All going out of control. After Ochaco subdued him, Neito explained that while he uses the clocks on his hero costume to keep track of the time limits for his copied Quirks, he keeps 5 clocks visible to deceive his opponents into believing that the number of clocks represents the maximum number of Quirks he can copy.

Skills

General Abilities: Neito may not possess hand-to-hand combat skills, but he compensates with his competent handling of his Quirk. Neito essentially possesses the same advantages and disadvantages as the original Quirk user from whom he copied. Furthermore, his ability to switch between Quirks makes him a more versatile and unpredictable opponent in group battles, where he has more opportunities to copy various Quirks, whether from friends or enemies.

In the Cavalry Battle of the UA Sports Festival, he copied Katsuki Bakugo and Eijiro Kirishima's Quirks and seamlessly used the copied Quirks to surprise the highly capable Katsuki twice. During the Joint Training Battle, he nonchalantly had the composure to face Izuku Midoriya, one of the most powerful students in Class 1-A, but before he could, Izuku's Quirk malfunctioned. After Izuku's Quirk was tamed, Neito was still able to surprise him, knock him down, and attempt to copy his Quirk. Unfortunately, Neito's efforts proved futile, as he realized he couldn't copy One For All, an accumulation-type Quirk, resulting in the tuxedo-clad student being subdued by Ochaco Uraraka's hand-to-hand combat skills.

appearance

Neito is a young man who stands 2 meters tall with straight blond hair that gets shorter towards his lower head, styled with a side part to the left and bangs hanging over his right eye. His irises are periwinkle-violet, his pupils are white, and his eyes are slanted to the sides of his face, usually half-closed. This, along with his characteristic smile and the tilt of his head, gives him a rather disdainful look.

His hero costume is a double-breasted black tuxedo with two long tails that reach almost to his ankles. Watches hang from one of the two belts around his waist, presumably to help him keep track of the time limit, and two decorative, elegant earrings, reminiscent of his Quirk. He wears his shirt collar turned inside out, and a blue and black polka-dotted tie is tied around his neck. Both his coat and trousers are black, except for the cuffs of his sleeves and the inner sides of his tails, and his shoes are white with a simple design.

personality

Despite his bitterness and overconfidence, he seems to feel somewhat threatened and intimidated by Class 1-A because of their abilities. This is shown when he sighs with relief after learning he doesn't have to face them in the Provisional License Exam. He reverts to his usual disdainful demeanor, but he's possibly using this as a cover to reveal his true feelings.

Despite his disdainful and competitive attitude toward Class 1-A, he has shown compassion and understanding toward his fellow students in Class 1-B. He tends to approach them with an encouraging attitude and never looks down on them, only offering constructive criticism when needed. An example of this is when he tries to comfort Setsuna Tokage after she and her team lose to Class 1-A in Team Training. He also seems relatively confident in Class 1-B's abilities and is seen boasting about Kinoko Komori's Quirk to the rival class, saying they shouldn't have underestimated her and that she is someone to be feared. Neito is also shown to be able to drop his disdainful demeanor outside of the classroom, as seen when he explained the nature of his Quirk to Shota, Izuku, and Eri.

His manner of speaking is similar to Seiji Shishikura's, as he tends to use more eloquent words than strictly necessary, especially when addressing the students of Class 1-A. This is most prominently seen in the Joint Training Arc.

personality

He has been shown to have a slight superiority complex, as he takes every opportunity to mock and challenge anyone in Class 1-A. This even extends to mocking himself to ridicule the students of Class 1-A, such as when he taunts the five who had to take supplementary lessons during the School Trip arc, saying it's strange that so many of them failed, being the only one from Class 1-B to do so. When he taunts them too much, his fellow Class 1-B student, Itsuka Kendo, hits him on the neck to make him calm down. People have cited him as mentally unstable, but it's more likely just a joke about his obsession with surpassing Class 1-A.

This is shown when he sighs with relief after learning he doesn't have to face them in the Provisional License Exam.
