Metsuboujinrai.net decides to attack a city where no Kamen Rider exists, but UA thwarts their plans; consequently, they join forces with the League of Villains to wipe out humanity, intending to rule the world with Humagears—only to destroy them later.
The League of Villains is incredibly powerful, yet strange things are afoot: Humagears are being destroyed before any heroes can intervene, and costumed figures—sporting antennae or similar gear—are active at night, keeping watch over the city from atop buildings.
