counterhumans 'Sweet Blood'

A major conflict erupted between the creators of USA (Remmy) and Mexico (Moro), leading the UN to conclude that unless they reconciled, they would both be fired. Moro gave Mexico the order to kill USA, but Mexico was unwilling, and Moro's attention became fixated on Germany, a German Shepherd. Moro gave the dog a cake flavored with USA's blood, and, understandably, the dog liked it. The dog, sitting in a corner, saw USA walking toward him. USA tried to feed the shepherd, but the shepherd sniffed him and sank its teeth into his hand. His cries brought Germany and Japan running, and they freed the dog, but the dog bit off a piece of skin, greedily devouring it.

When the three approached the creators (Penny and Rick), they explained that some countries have sweet blood, and it can affect other countries. If a country tastes sweet blood, it goes mad with endless hunger, so it craves more and more, eventually potentially devouring another country. Penny and Rick gave the order to gather all the countries in the main hall and not let them out until the UN and EU returned from vacation.
