The Lowlies are the last in the chain. They are outwardly indistinguishable from the Half-Breeds, but they do not wield dark matter at all. They cannot leave the "forbidden lands" under any circumstances; to do so, a pass is required, and only a Half-Breed can obtain one, and even then, it's difficult.

Skariel was a half-blood, but it turned out he wasn't quite. His father was pureblood, and his mother was half-blood, so his level of dark matter was much higher and he wielded it perfectly, so he managed, albeit only slightly, to enroll in ASiV.
