The rain tapped against the panoramic window of a roadside motel somewhere on the outskirts of New England, blurring the lights of a few distant gas stations into dull neon smudges. It was quiet inside the room. Leon sat on the edge of the bed, his palms resting on his knees. He wore a simple gray t-shirt, and in the dim light, his shoulders seemed even broader, while the silver threads of gray hair at his temples caught the light like steel. This was a rare, almost frightening pause. Just the day before, the DSO had officially placed him on reserve after an incident that reports would simply call "the operation at the Wrenwood Hotel." He was forty-nine. His body, stitched together by scars like constellations, quietly ached from the changing weather. The platform gave away, and all three were plunged to the lower floor. Kennedy battled a mutated Gideon, who had implanted himself with a NE-γ Type, and killed him. However, the battle ended with both of them trapped. Kennedy ran to Ashcroft who realized there was no way out, and simply resigned to their fate when the last light gone out. But they were quickly rescued by Umber Eyes of the Hound Wolf Squad, having been sent by his comrade-in-arms Redfield when he learnt of ARK, and his involvement. Kennedy then listened to Redfield's message forwarded to him by Umber Eyes. Topside, Kennedy admitted he felt better, and reassured Birkin he had secured a vial for her syndrome. She thanked him, before Kennedy approached Ashcroft who still felt guilty for Emily dying. Yet, Kennedy offered hope she was still alive, before walking off to be evacuated by the BSAA. Sometime after, Kennedy is updated on Ashcroft adopting Emily, having been found and cured of her conditions and he in turn informed her Birkin was cured of her syndrome. Before they could talk more, Ashcroft was forced to hang up, as her boss Dempsy asked for her report.

He set out to destroy Elpis, and initially rejected Ashcroft's assistance but upon seeing her resolve, Kennedy made Ashcroft promise to destroy it. Finding a crane blocked their bath, Kennedy boosted Ashcroft to another part of the facility, where she paved the way for him. As he made his way to PANDORA, Kennedy's teetered at the edge of death, as his coughs became more pronounced. Finally, Kennedy collapsed just outside of PANDORA. Through the surveillance footage, Ashcroft quickly made her way to Kennedy, tending to him before they arrived back at PANDORA with Zeno awaiting them. Kennedy offered to buy her time, for Ashcroft to input any wrong password to destroy Elpis. However, she offered another idea, and Kennedy fully trusted her decision. Standing before Zeno, Ashcroft bargained with Kennedy's life for her to unlock Elpis. She stood before the terminal, which showed a password prompt with the question "What does the creator desire?". Despite Kennedy making her promise to destroy Elpis, Ashcroft, having learnt her origin and her mother's interview conducted with Spencer, chose to release it, much to his confusion. They were presented with 6 vials of Elpis, and Zeno in his arrogance in belief that it was a virus left by Spencer, chose to inject the vial and attempted to showcase his powers. However, Zeno's infection was neutralized, Ashcroft explained Elpis was an antiviral agent, made to neutralized all virus-based infection as Spencer's atonement in her belief. When Zeno demanded answers from her, Kennedy threw himself at him but was tossed near Ashcroft who held a vial of Elpis. Shortly after, Gideon arrived and was marveled at Spencer's genius. Following the confrontation between Zeno and Gideon that left the former decapitated, Ashcroft was impaled by Gideon's tentacle but was able to cure Kennedy's syndrome. Gideon proclaimed to carry out Spencer's vision, by using Elpis to spread anarchy and proceeded to destroy PANDORA and ARK.
Raccoon City Syndrome (2026) (part 5)
Getting to their location, Kennedy eavesdropped the conversation the two had, leading to Ashcroft eventually feeling shell-shocked and overwhelmed when she thought she had been responsible for the many deaths in the pursuit of unlocking Elpis. Kennedy intervened but Zeno summoned the T-501 to deal with him, as he carried Ashcroft's unconscious body to ARK. Pursued through R.P.D and outside, he was beaten several times by T-501, before it loses its coat, turning it into Super Tyrant. Eventually, Kennedy bursts its heart out. Having overheard mention of the Raccoon City Orphanage acting as entrance to ARK, Kennedy head there where he was attacked by several seedlings grown from Plant 43. Descending to the deep grounds, Kennedy finally kills the plant, and enters ARK. Inside, Kennedy spotted crates belonging to H.C.F., TRICELL and Umbrella. Further exploration resulted in Kennedy finding Ashcroft and Zeno in PANDORA, where Elpis was being kept. However, he was quickly intercepted by Connections soldiers and their lead Commander. Though the soldiers were easily killed, Kennedy entered a hard scuffle with the Commander, but pulled through. Entering PANDORA, Ashcroft was asked to unlock Elpis, despite her insistence in not knowing the password. Kennedy interrupted the conversation, battling Zeno but was easily outmatched due to his enemy's agility. Before he could be killed, Ashcroft threatened her own life, giving time for Kennedy to shoot off the cranes and quickly grabbing Ashcroft. They fall to the waste disposal unit, where Kennedy passed out due to his progressive syndrome. For hours, Ashcroft stayed by his side, before Kennedy woke up again. Now in stage three, Ashcroft realized Kennedy was one of the Raccoon City survivors, and asked why he had come here if his syndrome was severe. He affirmed of his resolution to make a difference, as part of his continuous atonement.
Raccoon City Syndrome (2026) (part 4)
Kennedy was confused at the sudden obstruction but cautioned her against risking disciplinary or legal repercussions. Birkin refused to disengage, insisting she would continue to assist him regardless of the consequences. Arriving at East of Raccoon City, Kennedy was directed by Birkin to go to Raccoon City center based on the coordinates she had found from Gideon's computer. While there, he fought against the Titan Spinner and its children, before arriving just outside the gate with a line of wall erected by the army. Kennedy found a camp of BSAA's North American branch, and was briefed by Birkin on their internal dispute, with the NA branch operating independently. Searching for detonators to blow the gate open, Kennedy came across a dead BSAA unit, and retrieved footage from a soldier's recording camera, asking Birkin to find the killer's identity, a man sharing similar appearance and powers to that of Wesker. However, Kennedy learnt the man himself was a "ghost", with no public records. Gathering all three parts of the detonator, Kennedy blew the gate open, and used a nearby motorcycle curtesy of the BSAA to drive to the center. On the highway, Kennedy was pursued by several Garmr, and Gideon who wield rocket launchers to try and kill him. Despite Gideon's attempts, Kennedy successfully leak fuel out of his motorcycle, and ignite it, causing Gideon to tumble into the chasm below with an explosion soon followed. Thinking he had killed Gideon, Kennedy proceeded to the Raccoon Police Department where the BSAA had used it as their main base, surveilling on ARK as soon as 2023. Finding a terminal computer, Kennedy found Ashcroft and the man Zeno were conversing at the East Wing. Along the way, he paid respect to Lt. Branagh, many fallen officers of S.T.A.R.S, R.P.D, and Kendo.
Raccoon City Syndrome (2026) (part 3)
Reestablishing contact with Birkin, Kennedy announced his objective of going to Gideon's private office. Descending to the 3rd floor, and found his hidden office, Kennedy purposefully inputted the wrong password, paving the way for Birkin to access Gideon's files. She retrieved documents about the latent onset t-Virus syndrome, referred by Gideon as Raccoon City Syndrome. Kennedy looked defeated as Birkin confirmed they were all infected with residual t-Virus laid dormant within their bodies, and were slowly dying from degradation. Furthermore, Kennedy uncovered another document with the word Elpis, and a picture of Ashcroft. He wondered how she was related to the keyword. Just then, Kennedy noticed a spiraling helicopter, with Ashcroft within the co-pilot seat before they crashed at the cemetery. Quickly grabbing a nearby rifle, Kennedy assisted Ashcroft from afar as she rescued a young blind girl named Emily, and fled to chapel when the cemetery became ridden with zombies attracted to the crash. After they managed to get in, Kennedy reunited with Ashcroft who was trying to stem Emily's bleeding, and told her to go the water treatment facility. He stayed behind as he dealt zombies to buy them time to escape. However, shortly after, Kennedy was forced to shoot the mutated Emily when she was resuscitated by Ashcroft, despite her cries and protests. Though Kennedy tried to console her, Ashcroft blamed herself and tossed Requiem, leaving him behind. Kennedy tried to go after her but cough up blood, as his syndrome advanced to stage two. Determined to save Ashcroft and learn why she was connected to Elpis, Kennedy head to the old ruins of Raccoon City. En route to Raccoon City, Birkin contacted Kennedy and informed him Elpis was not documented nor mentioned on CIA servers or the Pentagon. When Birkin asked for higher clearance, she was ordered to terminate the investigation.
Raccoon City Syndrome (2026) (part 2)
Arriving at the outskirts of Wrenwood, Kennedy arrived at the facility where he was welcomed by a newly recruited nurse, who told him Gideon had been expecting him. He let himself be guided to an examination room in the East Wing where he was told to wait. Unbeknownst to Kennedy, Gideon had been watching him through hidden surveillance, and ordered a Code 6 when the agent arrived. While waiting, Kennedy inspected an old photo of Gideon before alarms blared Code 6. The nurse shortly returned, asking him to be evacuated after claiming mass hysteria had affected all patients and staffs. However, shortly after, the nurse was killed by a chainsaw-wielding doctor, forcing Kennedy to battle the newly infected. While exploring the care center, Kennedy came across Grace Ashcroft, an FBI technical analyst who was abducted by Gideon during her investigation of the burnt hotel, crawling for freedom before being dragged away by a giant B.O.W. Kennedy saved her in time, by seemingly kill the creature. Following Ashcroft's introduction, Kennedy was surprised of FBI's presence. Before they could leave, Gideon triggered the facility's lockdown, separating them both. Before the shutters fully closed, Kennedy asked why she was targeted by Gideon, but could not get an answer. Worried for her safety, Kennedy handed Ashcroft his DSO-issued Magnum 'Requiem' to protect herself told her to leave. As Kennedy was left in the dark, he met Gideon who tried to initiate a conversation but he immediately attacked him. However, Gideon choked him, and saw his black bruises as "Umbrella's curse" before he was knocked unconscious. For hours, Kennedy was unconscious and dragged to the attic to be interrogated by Gideon. The man wanted to question him, but Kennedy kept silent, only responding through taunts. Frustrated, Kennedy was cut by Gideon but before he could be tortured, he broke free and tried to attack Gideon who fled.
Raccoon City Syndrome (2026) (part 1)
28 years following the Raccoon City outbreak, the DSO decided to initiate an investigation into a mysterious case of unidentifiable deadly illness that affected any survivors that had escaped the 1998 outbreak, with agents Kennedy and Birkin becoming two of its latest victims. In October 2026, the illness have claimed 4 victims of former Raccoon City survivors dying to this illness across the United States, with the 5th being reported to have found in the abandoned Wrenwood Hotel in the city of Wrenwood, a neighboring city next to the desolate Raccoon City. Eventually, Kennedy came to Elbridge, a place within Wrenwood where the 6th body was found in an alley near the railway. He confirmed to his current FOS support Birkin whose role was force to relegate due to her syndrome. Using the info of his fellow agent Andrew Hughes, Birkin directed Kennedy's suspicion to Victor Gideon, former Umbrella scientist and t-Virus researcher. Birkin tipped Kennedy off about a missing officer near the Wrenwood Hotel, prompting him to check the location. While being stuck in traffic, Kennedy spot Gideon carrying an unconscious girl on his back. Rushing out to meet him, Kennedy saw Gideon shooting several people with a dart gun, infecting people with a new mutated strain of the t-Virus, thereby triggering a small outbreak. He ushered several people to safety, and killed any infected civilians. He quickly radioed in Birkin to have Wrenwood in lockdown, before successfully containing the outbreak. However, Kennedy had lost sight of Gideon but using Hughes's intel, Birkin directed him to Rhodes Hill Chronic Care Center, formerly sponsored by the Spencer Foundation before being bought by Gideon following Umbrella's collapse in 2004.
San Francisco Serial Murders and Alcatraz Outbreak
(2015) (part 3)
Regrouping with the others, they confront the mutated Blake who fused himself with a Megalodon, creating a monstrous but resilient entity. They fire caches of weapons only for the creature to sustained little damage. Kennedy told Claire and Chambers to input Taylor's code and halt the drones' release while the rest dealt with Blake. Commandeering a fuel trick, Kennedy rammed into it and tossed a grenade but did little to harm it. When Valentine found a plasma rifle, she asked Kennedy and Redfield to distract it while the device charged full capacity. The pair distract it long enough for the rifle to sever the creature from its lower half but the attack failed to stop its rampage. When Claire and Chambers redirected the drones to the creature, overdosing and rendering weaken, it attempted to escape through the open waters. Kennedy and Redfield assemble a modified projectile weapon and fired at the floodgate's chains, pinning it by the neck. Valentine delivered the killing blow as the creature was strapped with a bag of grenades and blown up. Outside the island, the group reminiscence about their time in the operation before reinforcements arrive and evacuated them from the premises with Kennedy jokingly add tour guide as another profession in his resume.
San Francisco Serial Murders and Alcatraz Outbreak
(2015) (part 2) There, they were reunited, though the Redfields were exhibiting worsening symptoms of the virus and Kennedy identified the survivor in Claire's cell to be the missing Dr. Taylor. Not long after, Kennedy was pricked in the neck and infected by the drone. The mastermind revealed themselves to be former USS operator Dylan Blake and Arias's assistance Gómez who sought vengeance for her father Diego Gómez's murder. Blake revealed his goal of punishing corporations, organizations and agencies that were benefitting from bioterrorism including DSO, BSAA and TerraSave without working towards ending bio-terror. Further explaining his point, the former condemned him for his continue association with the government that propagated endless battles and coverups. Valentine was spared from infection and forced to make the decision of killing Claire to save Taylor or let him die at her hands. Unwilling to make one, Blake fatally shot Taylor in the chest and Goméz incapacitated Valentine until Kennedy threw a flashbang, allowing her to escape to the sewage tunnels. Goméz subdued Kennedy and prepared to kill him until Blake ordered her to let him suffer through the virus's mutation while they prepare the final stages of their plan. When Taylor asked about their resolve to keep fighting even in bleak situations, Kennedy and Redfield admitted the world was messed up but could not save it by destroying or killing its people. Before dying, Taylor handed Claire the backdoor code to the network after hearing their resolves. Kennedy saw Chambers and called for her assistance in curing everyone of their afflictions. Once cured, he left to pursue Valentine and the culprits to the armory base. Kennedy intended to stop the drones release only to encountered Goméz who was glad of his survival. Still recovering from the virus's effect, the two fought with Goméz gaining the upper hand while Kennedy continuously deflected her attack.
San Francisco Serial Murders and Alcatraz Outbreak
(2015) (part 1) A year after the New York bioterrorist attack, DSO tasked Kennedy with rescuing robotics engineer Dr. Antonio Taylor, formerly employed by Defense Advanced Research Projects Agency and brought him to custody due Taylor leaking military secrets to oversea groups. Taylor was last seen in San Francisco, California before he was kidnapped and forced into a van. As his FOS support Hunnigan briefed him about the situation, Kennedy caught sight of the van and pursued throughout the highway, but was tailed by another motorcyclist who attempted to stop him, Kennedy brought down their vehicle only for them to jump on his bike and pulled both brakes simultaneously, halting to a sudden stop and hurling him forward, leaving the vehicle destroyed. The motorcyclist, without her helmet revealed to be Maria Goméz, jumped back to the kidnappers' truck. Learning Taylor might be on Alcatraz Island, Kennedy investigated the tourist site and entered the sewage tunnel where he briefly engaged and encountered Jill Valentine who was conducting her own investigation on recent murder cases occurring in the city. In the sewers, they met several zombified tourists and Amphibian Lickers with both failing to conceal themselves from the creatures. They were pursued with Kennedy and Valentine supporting each other from their attacks. Finding an open, the two ran as Kennedy cleared them in an explosion. Continuing their way, they entered the tunnel, formerly used for ammunition transport when Alcatraz was a military outpost, Kennedy and Valentine share information on their respective missions and determined they were linked together. Sensing a draft, Kennedy exposed an accessway to the armory where Licker Larva were incubating. They discover blueprints for Mosquito Drones which have been infecting people in the prison and city. Knowing they were nearby, the mastermind beckoned them to the prison cells where they held the Redfields hostage.

Shortly after, Patricio's family called for him, unaware of his fate. Hearing the call, Kennedy agreed to collaborate with Redfield and his Silver Dagger to find the target of Arias' next attack. Extrapolated from Patricio's data, Kennedy and Redfield, and the Silver Dagger team extrapolated Arias's next attack to be New York where he was planning to infect the population through the use of tankers carrying the airborne 'trigger' for the virus. Redfield tasked himself and Silver Dagger member Damian to destroy tankers, rescue Chambers and capture Arias whilst the rest destroyed the tankers from airborne. There, they were provided with transportation to help with their mission: a Hummer that Redfield took, and a Ducati motorcycle for Kennedy. After destroying the first truck, Redfield, Kennedy and Damian were attacked by infected dogs that swiftly decapitated the latter before turning their attention to Redfield. He loudly revved his bike to attract the dogs before speeding off with them in pursuit, allowing Redfield to continue destroying the virus-filled tanker trucks. Leading the dogs onto the expressway, Kennedy killed the infected dogs and rushed to Arias's headquarter to help Redfield. Arriving in time to help him kill of the remaining zombies of the first wave, the duo were confronted with even more. Kennedy and Redfield held them back until the latter decided time was running out for Chambers. He told Redfield to save Chambers as he stayed behind. Following Arias's fusion with Gómez, Kennedy arrived just in time at the roof top to save Redfield from Arias, slamming his bike into his legs. He skillfully dodged Arias's attacks and stunned him. When Arias was grabbing onto the osprey piloted by a Silver Dagger member D.C., Kennedy rode his bike at high speed and slam the vehicle into Arias. He shot the bike, causing it to explode and severely injuring Arias before he was killed by Redfield.
A-Virus incidents and New York outbreak (2014) pt1
Sometime in 2014, Kennedy lead a team of DSO agents to Bethesda, Maryland. Their mission was to apprehend and interrogate senator Stephen Eyre, who had been divulging information to The Family. Unbeknownst to them, Eyre's Porsche and DSO vehicles had been rigged with explosives, which detonated as the team approached. Kennedy was the only survivor and later visited the morgue to mourn his team. However, one began to reanimate, having been infected in the blast, forcing Kennedy to put them down. Unfortunately, his action stirred the rest awake, leaving Kennedy to do the same to them. Following his failed mission, Kennedy took a vacation to the rural mountains of Colorado, secluding himself in a quiet lodge. There, he began to heavily drink to cope with the mission's failure, Benford's death and his growing dissolution his job could bring about a difference. On his vacation, Kennedy was approached by Chris Redfield and Rebecca Chambers who wanted to consult him about the recent B.O.W. "attacks" in the United States and Mexico by Glenn Arias, former CIA agent turned bioterrorist who was using Animality Virus, its genome partially contained traces of a Plaga sample provided by Los Illuminados, allowing the infected to differentiate between friend and foe. Initially, a drunken Kennedy refused and was berated by Redfield, until Chambers quickly intervened between the two. There, Kennedy confessed his lingering trauma of Benford's death, and The Family's threat persisted over the current administration. Redfield sympathised with Kennedy's struggle, noting how similar he was to himself following his loss in Edonia and Lanshiang. Shortly after, Kennedy was visited by his informant Patricio and angrily confronted the man for his betrayal. Amidst their argument, Arias's henchmen Diego Gómez attacked the restaurant, Gómez's daughter María kidnapped Chambers, and Patricio was heavily injured. The man begged Kennedy to save his family, before his death.
Global Bioterrorist Attacks (2013) (part 7)
Inside, the two found a compact left behind by Wong with a hidden compartment. Inside was a small data disk containing the evidence needed to prove Simmons was the mastermind, ensuring their innocence. However, Harper did not need it. Before he could retort, Hunnigan informed them a vaccine to stop the C-Virus was found. Before the Quad Tower could fully collapsed, they made their escape in Wong's helicopter. Sometime after, Harper visited her sister's grave with Hunnigan, Kennedy, and other agents present. Harper was ready to be arrested for her crimes, as she thanked Kennedy. With Hunnigan's approval, Kennedy took Harper's arm, though instead of arresting her, he placed her gun in her hand. Harper was confused, proclaiming she was an accessory to Benford's assassination. Hunnigan informed her upon reviewing the evidence, it was decided Harper was not to be held for Simmons' crimes and those findings would never be public. When she tried to protest, Kennedy told Harper Benford would have done the same for her. Hunnigan suggested they go join the rest of the team. Before departing, Harper gave Wong's compact back to Kennedy, so he could return it the next time he crossed paths with Wong.
Global Bioterrorist Attacks (2013) (part 6)
With Wong evading to another section of the tower, Harper and Kennedy found the opportunity to fire on Simmons from afar until the platform they stopped on began to fall, forcing them to jump back to the support cable. Simmons' attention shifted to the two as they climbed further. Harper pleaded for Wong's help as she returned the favor, trying to slow Simmons with gunfire. Not long after, Simmons pursued Wong again, giving Harper and Kennedy the chance to find even ground. Kennedy asked Harper to provide cover, as he made his way to help Wong when she was knocked out by Simmons. From afar, Harper provided cover fire for the two, with Kennedy being knocked over the edge by Simmons until Wong rescued him. With Simmons gone, Wong bid Kennedy farewell before departing, though Harper urged him to go after her. However, Kennedy refused, determining to stick together. Reaching the roof, they discovered Simmons was still alive, mutating further as bodies of the infected were absorbed to empowered himself. Though Simmons briefly blocked their exit, they injured him to the point he was defenceless as surrounding infected swarmed and feasted on him. They took note of the helicopter Wong had left for them and rushed to it, though Simmons, now mutated to a massive amalgamation of different insects, tried to stop them. Noting how Simmons used bodies of infected to regenerate, they used a loosened lightning rod to impale a zombie as Simmons absorbed to regenerate his damaged head. The rod attracted lightning from an ongoing storm, causing the electrified creature to crash through the floor. They reached the helicopter, but Simmons was determined to stop them. The agents knocked Simmons off the roof with a rocket launcher left by Wong. As Simmons fell, he reverted to his human form, and was impaled on the obelisk. Watching Simmons' death, Harper spoke of her satisfaction at revenge, Kennedy suggested they get to the helicopter.
Global Bioterrorist Attacks (2013) (part 5)
They were driven to the Quad Tower where evacuees were being taken. On their way, a stray gas tanker briefly knocked them both out. As they came to, infected citizens began to surround them until Wong appeared in a helicopter, providing them with cover-fire as the made their escape. They found their way to a bridge overrun with zombies that would lead directly to the Quad Tower. However, a plane set inside a building dislodged itself, starting a series of explosions that destroyed the bridge. Harper and Kennedy were forced to flee, escaping to a BSAA helicopter only to found the pilot injured. Kennedy took the controls of the failing helicopter, keeping it suspended long enough for them to crash through the side of the Quad Tower. Barely escaping, Kennedy and Harper headed deeper into the building. Harper brought up Kennedy's feelings for Wong. As they entered the Quad Tower, they were shocked to find Simmons alive. Still greatly angered, Simmons mutated into a new, gigantic form as he witnessed Wong circling overhead in her helicopter. With the help of Wong and the BSAA soldier they met back at the danger zone, Simmons' monstrous mutation was brought down again, though at the cost of the BSAA soldier's life. Wong retreated to the roof with her helicopter and Harper hoped the elevator was still operational. Noticing Kennedy's hesitation, Harper asked him what was wrong but he insisted it was nothing. On the elevator ride up, Harper pointed out of Kennedy's feelings for Wong. Before Kennedy could respond, the elevator was blown off course by an explosion, forcing the agents to make a wild leap to the neighboring elevator. Together, they climbed the support cable only to found Wong fighting with Simmons on top of a nearby connecting hallway between two of the towers.

No soon had he recovered and mutated again, than Simmons declared what the consequences were to happen if he died. Kennedy retorted the world would be better off without him. Enraged, Simmons used his brute strength to dislodge a piece of the train's roof and sent it flying towards them. Kennedy slide and shot the debris, knocking it off course and giving Harper an opening to fire a bullet directly into the mutated Simmons' head. Distraught with The Family abandoning him, Simmons slipped from the edge of the train and fell onto the tracks, getting ran over. The cars became dislodged from the rails and Harper and Kennedy were forced to leap off to the water nearby. Alive and exhausted, they pulled themselves ashore just outside of Tatchi. They briefly overlooked the wreckage caused on the bridge railroad before walking up off of the dock, watching civilians being safely escorted by the BSAA. Harper asked Kennedy if the ordeal was over to which Kennedy affirmed. Before Harper and Kennedy could relax, Hunnigan informed them Birkin and Muller were abducted. Harper realized the files Birkin had given to them were related. They looked over the files, with Harper pointing out the key to stopping the C-Virus was in Muller. As Kennedy tried to get in contact with someone in the BSAA to help rescue them, Harper spotted an object flying just above. With Redfield patched through, Kennedy informed him of their location, but was urgently told to leave immediately. The object overhead Harper had spotted was a missile that released the C-Virus in a blue fog over Tatchi, infecting countless people. Kennedy asked Redfield to rescue Birkin and Muller and learnt Wong was dead. Concerned, Harper asked Kennedy if he was alright, but Kennedy only distantly told her to find survivors and escaped the city. With some BSAA operators's help, Kennedy and Harper avoided the blue fog and escaped into a jeep with one of the soldiers.
Global Bioterrorist Attacks (2013) (part 3)
Redfield argued all his men were lost because of "Wong", and Kennedy argued over 70,000 people have perished including Benford because of Simmons. Following a tense standoff, "Wong" escaped with a flash bomb, leaving Redfield and Nivans to pursue her with the intention of taking her to custody after Kennedy convinced him. Kennedy and Harper left to find Simmons. Reaching the Kwun Lung building, Kennedy assured Harper it was fine for them to pursue Simmons and let Redfield follow "Wong." Going inside, they found Simmons and members of The Family, with Birkin and Muller joining them shortly after. To answer Birkin's questions, Simmons admitted to be involved in Tall Oaks's attack, but blamed Kennedy for Benford's death. The Family fired on the four, causing them to hide for cover. When Kennedy and Harper told Birkin and Muller to escape as they provided cover, Birkin gave them a chip containing information that could stop the C-Virus. As Birkin and Muller escaped, Kennedy and Harper open fired on The Family, before jumping to a nearby train in their pursuit for Simmons, who was shot with an enhanced C-Virus dart by a J'avo. As they pursued him to the train's front, Simmons tried to divert their attention by placing the blame on Wong, then tried to rationalize his actions. Kennedy and Harper dismissed his remarks as Simmons became enraged and succumbed to the enhanced virus's effects, Simmons's body mutated to a larger canine-like creature of bone and muscle. Unflinching, Harper prepared to take a final shot at Simmons. The two fought Simmons throughout a series of train cars, though he showed no signs of stopping and taunted Harper with her sister's death. Simmons prepared to ram the train they were on head-on, though they tripped him as they opened fire, causing Simmons to be rammed over and flipped him back to top of the train. His body briefly succumbed to the damage and reverted back to his human form.

On their way to China, complications arose when a Lepotica chrysalid hatched in the plane, infecting all passengers with the C-Virus. Kennedy and Harper were forced to fight their way through the zombie infested plane, and it crashed close by where Jake Muller and Sherry Birkin happened to be. When the four met, Kennedy asked Birkin what she was doing there, and learnt she was on protective detail. Birkin returned the same question to Kennedy, and learnt they were tracking down Simmons, the mastermind behind the chaos. However, a confused Birkin informed Kennedy Simmons was her supervisor on this protective detail. Amidst Kennedy's arguement with Birkin, Ustanak appeared on the destroyed plane. The four together defeated the creature. After a heated battle, Kennedy and Harper were separated from Muller and Birkin when an electrical tower fell on Ustanak. Birkin yelled to Kennedy they were to meet Simmons in Kwun Lung building in Koo Cheng. Before Kennedy could advise her, the tower exploded. As Harper wondered if they would be alright, Kennedy hoped Muller was as good as he claimed to be. While making their way to Koo Cheng, Kennedy and Harper fought their way through a market while being chased by a Rasklapanje. However, they killed it by forcing it into a grinder. When Kennedy and Harper found "Wong" entering a building, they followed her and dodged several traps along the way. Eventually, they got to Chris Redfield and Piers Nivans was cornering her, with them believing her to be responsible for the deaths of Redfield's men and the outbreaks that occurred. Redfield and Kennedy briefly struggled, ending with the two holding gunpoint at each other. Kennedy asked Redfield to spare her as she was needed as a "key witness", but Redfield angrily told Kennedy "Wong" was the culprit committing the global attacks. Kennedy disagreed, indicting Simmons to be responsible.
Global Bioterrorist Attacks (2013) (part 1)
Kennedy met President Benford at Ivy University in Tall Oaks on June 29, 2013, and was informed of his new policy for the War on Terror. While harmful to American prestige and defence to reveal the truth about their involvement in Raccoon City, Benford believed it was necessary for long-term relations. In the evening, Benford was infected with the newly engineered Chrysalid Virus, in an apparent terrorist attack just before his speech was due, and was reluctantly killed by him when Benfrod tried to kill Secret Service agent, Helena Harper. Kennedy escaped the city to Tall Oaks Cathedral on Harper's advisement, where she led him to a limestone cavern where a bio-weapons research facility was based. There, she revealed to him her sister Deborah had been abducted on the orders of National Security Adviser Derek C. Simmons to force her participation in a plot to assassinate Benford. Simmons's organisation, The Family, had taken it upon itself to research B.O.Ws on behalf of the United States to guarantee the U.S. beat rival countries such as China in a hypothetical gap. As footage and accounts of the U.S. Army's action in Raccoon City was useful combat data for B.O.W. manufacturers, Benford's proposal was seen as reckless and a threat to national security. With Simmons controlling the countermeasures for the outbreak, the city of 77,000 was bombed on Sunday morning, wiping away any evidence implicating the Family, and denying the release of footage useful as combat data. An organisation calling itself Neo Umbrella claimed responsibility for the attack, and began another in the Chinese city of Lanshiang. Soon after the bombing, Kennedy and Harper got in touch with Hunnigan and had her misreport them as deceased following Simmons' declaration of them as suspects in the attack, having learnt he was bound for China. The two were booked onto a flight to take their investigation to him.
Eastern Slav Civil War (2011)
In 2011, Leon S. Kennedy joined the newly formed Division of Security Operations (DSO). He was pulled from vacation to investigate reports of rebel forces using bio-organic weapons (B.O.W.s) in the Eastern Slav Republic. Ignoring a sudden U.S. evacuation order, Leon pushed into the war-torn city of Holigrad. He found his CIA contact dying, who uttered a final warning: "beekeeper."Leon was captured by rebels Alexander "Buddy" Kozachenko and JD. He discovered the resistance was using a Dominant Plaga to control Lickers against the government. Escaping into the city tunnels, Leon explained to JD that the parasite permanently destroyed human minds. Later, Leon crossed paths with Ada Wong, who warned him the city would soon be purged. After JD was killed, Leon followed Buddy to the presidential palace, discovering a massive underground facility mass-producing Control Plagas.There, Leon and Ada were confronted by President Svetlana Belikova. Buddy arrived with an army of Lickers, but Belikova deployed advanced Tyrants, triggering a facility self-destruct. Leon and Buddy escaped to the surface, where they fought a mutated Tyrant. Using a tank, incendiary rounds, and a sacrificial Licker, Leon blew its head off. Two more Tyrants emerged, forcing a cornered Leon to draw his combat knife. To his surprise, U.S. and Russian airstrikes destroyed the monsters, revealing the government had monitored him all along.Buddy, suffering from Plaga infection, begged Leon to kill him. Leon refused, stating Buddy owed his life to those who died. Leon shot Buddy in the spine, successfully severing the Plaga’s link and paralyzing him instead of killing him. Leon was evacuated by the U.S. Air Force to Poland for medical treatment. Disgusted by the political cover-ups and the government's manipulations, Leon poured a drink and hung up on his handler, Ingrid Hunnigan.
Penamstan Conspiracy Incident (2006)
Shortly after the Pittsburgh incident, a cyberattack on confidential files put the White House on alert. Agent Leon S. Kennedy arrived just as a sudden power outage triggered a rapid t-Virus outbreak within the building. Alongside agents Jason, Shen Mei, and Patrick, Leon neutralized the zombified staff and saved the President. The government covered up the attack, but a DIA investigation linked the stolen files to a bio-research facility in Shanghai.Leon, Jason, and Shen Mei were sent to infiltrate the facility via a stealth submarine. En route, the crew was slaughtered by mutated rats. When the submarine's self-destruct was triggered, Jason and Shen Mei betrayed Leon, taking him prisoner as they escaped to Shanghai. At a safe house, a violent confrontation ensued; Leon shot Jason in the chest, while Shen Mei fled.Leon tracked Shen Mei to her family mansion. She revealed that she and Jason were trying to expose Defense Secretary Wilson, who had deployed bioweapons during the Penamstan Civil War, infecting her brother. They possessed a computer chip recording critical biochemical data to prove Wilson’s guilt. Suddenly, a bomb planted by Jason destroyed the mansion, killing Shen Mei’s family. Leon saved her and kept the chip, realizing Jason sought destructive revenge rather than justice.Returning to the U.S., they infiltrated a secret facility beneath Andrews Air Force Base. They found that Jason had mutated into a massive tyrant-like monster, while Wilson was infected. Driven by mutation, Jason killed Shen Mei, intending to massacre civilians on live TV. Leon prioritized saving a captured Claire Redfield from a dissolving acid trap, then engaged Jason. Using an anti-materiel rifle and collapsing the platform into the acid, Leon finally destroyed the mutated Jason.Afterward, Claire asked Leon for the chip to expose the conspiracy to the press. Believing the data would only spread mass terror, Leon refused. Disappointed, Claire walked away, leaving Leon alone.
Pittsburgh Incident (2006)
In 2006, agent Leon S. Kennedy was sent to Pittsburgh, Pennsylvania, to investigate a bomb explosion at the Carnegie Museum of Art that killed guard Monica Posey. Working with Detective Joseph Pascazzi and Chief Greenwalt, Leon realized the explosives matched his previous case. Investigating museum files, Leon uncovered an inside job involving an operative posing as a guard named Mack Storm. Tracking the suspect to an apartment linked to extremist Frank Wright, Leon was ambushed by the fake Storm, who shot Pascazzi before fleeing.At Wright's apartment, Leon found bomb-making materials, city maps, and a laptop. The case escalated into a biological crisis when the deceased Monica Posey reanimated as a zombie during her autopsy. Leon rushed to the morgue to contain the t-Virus outbreak. Wright’s laptop revealed ties to the "Population Correction Movement" (PMC)—an extremist group radicalized by overpopulation theories. Leon deduced the PMC was targeting densely populated areas, including an upcoming baseball game at PNC Park.A second bombing at a community center triggered another zombie outbreak, which Leon neutralized alongside SWAT. The virus spread rapidly; Detective Pascazzi tragically turned into a zombie in the hospital, forcing Leon to eliminate him. Museum director Abigail Schwartz also succumbed to the infection.The PMC leader, Riley Queen, televised a broadcast claiming responsibility for the bioterror attacks. Soon after, a dying Frank Wright called emergency services from a motel, suffering from t-Virus exposure. Before dying in the ICU, Wright disclosed the PMC's headquarters. Leon led a heavily armed SWAT raid on a cabin in Tarentum, neutralizing the cell and taking a wounded Riley Queen into custody. With the threat contained, Leon was summoned to the White House and departed Pittsburgh via helicopter.
Harvardville Incident (2005)
Following the 2004 Terragrigia Panic, global bioterrorism escalated. To counter black-market B.O.W.s, the U.S. government partnered with WilPharma (WP) Corporation, which had successfully used its t-Vaccine to contain a 2002 t-Virus outbreak in India.In November 2005, a coordinated t-Virus attack hit Harvardville Airport, culminating in a plane crash. President Graham dispatched agent Leon S. Kennedy to oversee the quarantine. Inside the airport, Leon rescued five survivors, including Senator Ron Davis and his old friend Claire Redfield (now with TerraSave). Soon after, WP vaccine trucks were bombed, and a captured soldier warned of nationwide attacks unless the U.S. admitted to its original t-Virus ties.Leon investigated Dr. Curtis Miller, a radical critic of WP, alongside Curtis’s sister, Angela Miller of the Special Response Team (S.R.T.). The investigation led them to WP’s Air Dome Laboratory, which had been bombed, triggering a second t-Virus outbreak. Inside, Claire was the sole uninfected survivor, while chief researcher Dr. Frederic Downing faked his death. Dr. Miller willingly infected himself with the black-market G-Virus, mutating into a G-monster that slaughtered a Ranger squad and hunted Angela. Leon protected Angela, guiding her out as Miller perished in a facility containment explosion.Afterward, the FBI revealed that Downing faked his death to escape with viral samples. Leon, Angela, and Claire tracked Downing to a handoff location and arrested him. Downing, a former Umbrella NEST researcher, confessed to orchestrating the Indian outbreak as a marketing stunt for WP’s virus and vaccine, which had radicalized Miller into attacking the airport. Following Downing's arrest, WilPharma collapsed and was absorbed by Tricell.
Los Iluminados (2004)
In 2004, U.S. agent Leon S. Kennedy was sent alone to a remote Spanish village to rescue the President’s abducted daughter, Ashley Graham, due to a suspected government mole. Upon arrival, his police backup was killed by hostile villagers controlled by "Las Plagas"—genetically engineered parasites ensuring absolute obedience to a neopagan cult called "Los Iluminados," led by Osmund Saddler, Bitores Méndez, and Ramón Salazar.Leon was captured and implanted with a Plaga parasite. He met fellow captive Dr. Luis Sera, an ex-cult researcher secretly working for Albert Wesker's shadow Organization to steal a dominant Plaga sample. Leon eventually rescued Ashley from a church, but Saddler revealed she was also infected, planning to use her as a sleeper agent in the U.S.They fled to Salazar's castle, where Leon killed Méndez. Inside, Leon's comms were jammed by the government mole. Ashley was repeatedly captured, forcing Leon to fight through cult monks alone. He crossed paths with Ada Wong, who was also sent by Wesker to retrieve Sera's sample. Saddler killed Sera, took the sample, and moved Ashley to an island research facility. Leon followed after defeating a mutated Salazar.On the island, Leon fought bioweapons like Regeneradores and his former comrade Jack Krauser, who had orchestrated Ashley's kidnapping after joining Wesker. Leon defeated a mutated Krauser (later finished by Ada). Leon and Ashley used Sera's specialized lab equipment to surgically destroy their internal parasites.With Ada's help, Leon killed Saddler using a rocket launcher. Ada then betrayed Leon, seizing the Plaga sample but leaving him a jet-ski key. Leon and Ashley escaped just as the island self-destructed. Leon later filed the "Kennedy Report," sharing Plaga data with the BSAA to combat global bio-threats.
Operation Javier (2002)
In 2002, before the destruction of Umbrella’s Russian branch, Kennedy was sent to a small South American country as part of a secret military detachment. The operation was launched after the headquarters learnt a former Umbrella researcher had contacted a man named Javier Hidalgo, the leader of the drug cartel Sacred Snakes who controlled a large jungle region with an iron fist. The local government was powerless against Javier’s grip on the drug trade, necessitating their deployment. Due to the mission’s difficulty, Jack Krauser, a seasoned and decorated U.S. Army Special Forces operator, was selected as Kennedy’s partner. Krauser and Kennedy were tasked by the government to infiltrate the country and find Hidalgo. To prevent a potential biohazard outbreak, the pair were sent to investigate. During the mission, they operated as a two-man cell amidst a t-Virus outbreak. Kennedy met Manuela, a girl believed to be the only survivor of her village, though it was unclear why she did not escape. Manuela was Hidalgo's daughter, suffering from a rare disease and kept alive by her father through the t-Veronica Virus, with constant organ transfers, harvested from abducted local girls. While exploring Hidalgo's compound, Kennedy confided in Krauser about his traumatic night in Raccoon City and Redfield's encounter with the t-Veronica virus to explain Umbrella’s B.O.W.s. Eventually, Kennedy and Krauser confronted Javier after he fused with a plant infected by the t-Veronica virus. Manuela helped by unleashing the virus’s effects on her father. Hidalgo was killed, and Manuela was taken into government custody. Kennedy parted ways with Krauser after the latter was discharged due to an injury sustained in the mission. Later that year, Kennedy learnt Krauser had apparently died in an accident.

Shortly after, they were apprehended by U.S. Army forces. However, his extraordinary survival skills made him a valuable asset. He was given an ultimatum: to guarantee Sherry's safety and his own life, Leon had to remain silent and join a classified, top-secret anti-Umbrella military agency under the direct control of the President.Brutal government training transformed Leon from a rookie police officer into an expert special agent highly proficient in firearms and close-quarters combat. He was immediately deployed on dangerous intelligence operations to investigate and dismantle Umbrella’s illicit facilities worldwide.In November 1998, Leon sent private detective Ark Thompson to investigate Umbrella's facility on Sheena Island.
