Rocky was born in Philadelphia, Pennsylvania, on July 6, 1945. He was an only child in an Italian-American Catholic family. As a child, Rocky never performed well in school and dropped out of high school after passing the eleventh grade.

According to him, his father used to say, "My old man, who was never very smart, told me I wasn't born with much intelligence, so I'd better use my body." Rocky dropped out of high school in the ninth grade. Unable to make ends meet on the meager wages from club fights and unable to find work elsewhere due to his illiteracy, Rocky took a job as a debt collector for Tony Gazzo, the local loan shark, just to make ends meet.
