Shuji Hanma is a lanky teenager with predominantly black hair and a yellow streak in the middle. It is shaved at the sides and long at the top. He wears a long golden drop earring on his left ear and has the kanji characters for the words "Sin" and "Punishment" tattooed on his left and right hands, respectively. Hanma retains signature earring but keeps his hair more relaxed and tousled. He also dons a light-colored striped suit and vest, along with a tie and round glasses. Tetta Kisaki is a man of average height, with blue eyes, and blonde hair (dyed). He also sports glasses and an earring on his left ear. In his first appearance, his hair is cut to a crew cut and shaved hair art on the right side of his head. As a member of the Tokyo Manji Gang, his hair is cut in an undercut and he wears the usual Toman uniform or a business suit. Senju is a young woman of below-average height with short light blueish-white hair, blue eyes, and prominent eyelashes, sharing similar facial characteristics with her older brother, Haruchiyo Sanzu. Due to her layered tousled bob hairstyle with unruly waves and blunt edges, she is often mistaken for a boy. Senju wears the standard Second Generation Toman uniform unbuttoned with a sarashi underneath. During her time in Brahman, Senju wore its traditional uniform with personally customized sleeves in a cherry blossom pattern instead of the Black Dragon typography. Draken is a muscular teenager who is exceptionally tall for his age. His head is shaven on the sides and back to expose his signature dragon tattoo on his left temple. His blonde hair is long on the top of his head and kept in a neat braid. He leaves a few strands of hair loose in the front. He is confirmed to be quite lean and has chiseled abdominal muscles. Takemichi remarked that his body does not seem like that of a teenager. Draken has a scar on the left side of his abdomen after being stabbed. He wears the standard Toman Toppoku.

Shion Madarame, As one of the Tenjiku executives, Shion is known for his chaotic and aggressive nature, embodying the violent and ruthless spirit of the gang. Shion's fierce loyalty to Izana Kurokawa, Tenjiku's leader, and his unpredictable behavior make him a formidable antagonist in the series. Kanji Mochizuki, also known as Mochi, is a high-ranking member of Tenjiku. As one of Izana Kurokawa's loyal executives, Mochi is known for his immense strength and fighting prowess. His dedication to Izana and his role in the gang's violent activities make him a formidable adversary. Akane Inui is Seishu Inui's kind-hearted older sister. Her tragic fate deeply affects Seishu's motivations and actions. Sendo Atsushi, or Akkun, is one of Takemichi's closest childhood friends. Although he's a member of Toman, he feels a strong desire to protect his friends from gang conflicts.

Takemichi Hanagaki is the protagonist of Tokyo Revengers. He begins as a disheartened and aimless adult working a dead-end job. After discovering he can time travel to his middle school days, Takemichi resolves to prevent the tragic events that plague his friends and reshape their futures. His resilience and unwavering determination make him a compelling underdog. Imaushi Wakasa, a former Black Dragon and current Commando Unit Captain of the Kanto Manji Gang, is known for his sharp intellect and combat skills. He always wears a bored and tired expression on his face. Kawaragi Senju, a powerful female leader, challenges traditional gender roles within gang culture. Her strength and leadership qualities make her a standout character. Kakucho is a top executive of Tenjiku. He has a deep, complex bond with Izana Kurokawa, the leader of Tenjiku, stemming from their shared, tragic past. Known for his loyalty and exceptional combat skills, Kakucho is a formidable fighter with a strong sense of duty. Rindo Haitani, the younger Haitani brother, complements Ran with his fierce combat skills. Their sibling synergy and brutal tactics make them a formidable duo. Haruchaya Sanzu, a mysterious and loyal Toman member, harbors dark secrets and a complex past. His unpredictable nature and dedication to Mikey make him intriguing. Taiju Shiba is the tyrannical leader of the Black Dragons. As the eldest of the Shiba siblings, Taiju exerts a harsh and oppressive rule, particularly over his younger brother Hakkai and sister Yuzuha. His brute strength and authoritarian leadership style make him a fearsome antagonist. Shuji Hanma, Kisaki's right-hand man, is notorious for his sadistic nature and distinctive "Sin" and "Punishment" tattoos. He's a formidable fighter with a penchant for violence, often using his strength to intimidate others and assert his dominance within the Toman gang.

Souya Kawata, known as Angry, is a member of the Tokyo Manji Gang. Alongside his twin brother Nahoya (Smiley), Souya is part of the Fourth Division. His calm and composed demeanor contrasts with his nickname, but when pushed to his limits, he unleashes a fearsome and emotional fighting spirit. Hakkai Shiba As the younger brother of Taiju Shiba, the tyrannical leader of the Black Dragons, Hakkai initially struggles under his brother's oppressive rule. He is a member of Toman and deeply values his friendships within the gang. Draken, whose real name is Ken Ryuguji, is the vice-president of the Tokyo Manji Gang and plays a crucial role as a mentor and older brother figure to many members, including Takemichi Hanagaki. Despite his intimidating appearance, he possesses a calm demeanor and wisdom that commands respect within the gang. Yuzuha Shiba, the resilient Shiba sister, endures and overcomes her brother Taiju's tyranny. Her bravery and protective nature highlight her strength. Hajime Kokonoi, a former Black Dragon and financial genius, navigates complex allegiances. His sharp intellect and intricate backstory make him a fascinating character. Naoto Tachibana, Hinata's brother, partners with Takemichi in his time-traveling mission. As a detective, his strategic mind and personal stake in the future drive their quest to change destiny. Seishu Inui, also known as Inupi, is a former Black Dragon with a scarred past and a strong sense of loyalty. Izana Kurokawa is the enigmatic leader of Tenjiku who harbors deep resentment and ambition. His complex relationship with Mikey and tragic backstory makes him a compelling antagonist.

Takashi Mitsuya, the Toman captain known for his calm and composed nature, balances his gang life with a passion for fashion design. Chifuyu Matsuno, Baji's loyal right-hand man, becomes a key ally to Takemichi. His intelligence and steadfast loyalty provide crucial support in the fight against Kisaki's schemes. Keisuke Baji, a founding member of Toman, is fiercely loyal and willing to sacrifice everything for his friends. His tragic fate and unwavering dedication leave a lasting impact on the gang. Mikey, also known as Manjiro Sano, is the charismatic leader of the Tokyo Manji Gang. He is a highly skilled fighter and has the reputation of being virtually invincible in street fights. Despite his formidable strength, what truly sets Mikey apart is his unwavering sense of loyalty and justice. He cares deeply for his friends and gang members, earning their utmost respect and admiration. Shinichiro Sano, the older brother of Mikey, was the original leader of the Black Dragons. His tragic death and profound influence on Mikey and others shape the narrative's emotional core. Emma Sano, Mikey's half-sister, is a beloved figure within Toman. She has a huge crush on Draken and flirts with other Toman members in front of him in order to make him jealous. Nahoya Kawata, also nicknamed Smiley, hides his fierce fighting abilities behind a cheerful demeanor. He is known for his unpredictable personality and strong sense of camaraderie. Kazutora Hanemiya, a troubled and conflicted member of Toman, grapples with guilt and a dark past. Hinata Tachibana is Takemichi's love interest and childhood friend, known for her gentle and caring personality. Hinata is portrayed as a source of stability and motivation for Takemichi, inspiring him to take action and change his fate.

He also learns Kisaki formed Valhalla intending for Mikey to lead it, with the Tokyo Manji Gang eventually merging into Valhalla after a decisive battle on October 31, 2005—Bloody Halloween. Though the gang wins, Baji dies, but Takemichi prevents Mikey from killing Kazutora, who surrenders to the police.

Yet again, the present reveals the Tokyo Manji Gang has expanded into a criminal empire by absorbing the Black Dragons, and Takemichi's friends remain doomed. Returning to the past, he intervenes in Hakkai Shiba's forced recruitment into the Black Dragons by his abusive brother, Taiju. With Mitsuya's negotiation, Yuzuha is freed from Taiju's control, and Takemichi helps Hakkai defy him. Mikey and Draken's intervention secures victory, disbanding the Black Dragons. Koko and Inupi, now co-leaders of the gang's 11th generation, join the Tokyo Manji Gang under Takemichi.

In the present, the Tokyo Manji Gang has been absorbed by Tenjiku after the Kanto Incident, leaving Mikey broken and responsible for his friends' deaths. Back in the past, Takemichi and Naoto investigate Tenjiku, discovering Kisaki's involvement and Shinichiro's role as the Black Dragons' founder. Ambushed by Tenjiku, they narrowly escape death through another time leap. Takemichi learns that Tenjiku's leader, Izana Kurokawa, resents Mikey due to jealousy over Shinichiro's legacy. In the final confrontation, Mikey and Draken arrive after Hinata reveals Takemichi's time-traveling efforts. Kisaki confesses his motives were personal ambition and an obsession with Hinata.

The present now shows Takemichi's friends alive and thriving, but Mikey has vanished, forming the ruthless Bonten gang.

In 2017, Takemichi Hanagaki, a 26-year-old freeter, discovers that his former girlfriend, Hinata Tachibana, and her younger brother Naoto have been murdered by the Tokyo Manji Gang. The following day, as he returns from work, an unknown assailant pushes him onto a train platform. Facing imminent death, he is suddenly transported twelve years into the past, to 2005, during his middle school years. Naoto later deduces that physical contact between them triggers Takemichi's time leaps.

In the past, Takemichi finds his friends coerced into underground fights orchestrated by Kiyomasa, a member of the Tokyo Manji Gang. His growing friendship with Mikey alters the present, preventing Akkun, one of his friends, from being imprisoned—though Akkun later takes his own life out of fear. Realizing the gang poses a greater threat than he anticipated, Takemichi witnesses the Tokyo Manji Gang declare war on the rival Moebius group to avenge Pah-chin's friend. He also learns that Draken, Mikey's second-in-command, will be killed, leading to Mikey's descent into brutality. Though Takemichi reconciles their conflict, the gang is ambushed by Moebius, led by Shūji Hanma of Valhalla. The attack is revealed to be a betrayal by Peh-yan, angered over Pah-chin's arrest, while Kiyomasa stabs Draken for humiliating him. The Tokyo Manji Gang emerges victorious, Draken survives, and Takemichi defeats Kiyomasa.

Returning to the present, Takemichi finds Hinata and his friends still dead, with Tetta Kisaki having transformed the gang into a violent syndicate. Back in 2005, Kisaki exploits Pah-chin's absence to become a division captain. Mikey promises to expel Kisaki if Takemichi retrieves Baji, who had faked his defection to investigate Kisaki. Takemichi joins the gang under Takashi Mitsuya and uncovers Mikey's unresolved hatred for Kazutora, who killed Mikey's brother, Shinichiro, years prior.
