Standing 1.91 cm tall, with a slim build and no muscle beyond what is natural. With dark skin and sharp eyes, her iris is dark purple and pupil is black, with short, dark hair, quite short in a "butch cut" style, she has dark circles under her eyes and always a tired look. Her voice is seductive and sharp when she speaks, although it becomes slightly harsh when she shouts and gets angry. She is not very interested in her appearance, although she always dresses elegantly, wearing round glasses and always, always her white coat when working.

Harley Sawyer is a cruel, ruthless, narcissistic, apathetic, and amoral scientist who cared only for himself and his goals. With his Bigger Bodies Initiative, he disfigured and mutilated countless orphans, turning them into living toys—a universally negative experience—and ushered in an era that, in essence, amounted to mass murder and suffering. Few of his personality traits listed below can be considered positive, and it is clearly implied that he was already a troubled child, characterized by his complete egocentrism and lack of empathy for others, manipulating and threatening many people throughout his life.

Although his "normal" personality appeared to be one of serenity and stoicism combined with a soft voice and general courtesy, this was only a weak facade; his true personality is that of an irascible, violent, and irritable man who barely tolerated anyone, not even his co-workers, and frequently yelled at people when he lost his temper.

Sawyer, a cunning, cruel, intelligent, and sadistic man, was the head of special projects at Playtime Co. and the creator of the Bigger Bodies Initiative. In 1990, he proposed the initiative to company executives as a way to cut costs by replacing human labor with oversized organisms inspired by many of the company's characters, thus reducing the risk of lawsuits and allowing Sawyer to discreetly continue his own scientific research.

Sawyer was convinced that an invaluable secret was hidden in the company's 1006th experiment, The Prototype, and he was determined to uncover it.
