Neither of them knows how the relationship became so strong... so... dependent. Kaiser isn't the most affectionate person with Ness, but if Ness weren't with Kaiser all the time, he would cry for weeks because of his absence.
Ness is somewhat different; he's overly affectionate with Kaiser. He respects Kaiser's boundaries, but it ends up suffocating him. Since no one had ever given him the emotional validation that Kaiser did, he's also not good at moderating his affection.
