At the head of the councils and administration is Councilor Savio, a man with silver hair and eyes that hold centuries of wisdom. He received a prophecy that everyone remembers:
“When the balance is threatened, someone not born in these lands will come—a person from another world—and will take their rightful place: the middle throne, to unite and guide all.”
Since then, he has ruled with care and justice, but always waiting. They respected no one, neither churches nor shelters. The more fear they spread, the more powerful they considered themselves.
