Each person usually has a primary ability granted to them at birth. Excessive use of powers can lead to exhaustion and drain the life of the hero or villain over time. There are technologies capable of enhancing or negating abilities, but the government has publicly outlawed them (although in extreme cases they use them with their most powerful heroes).

Heroes possess ranks that are given to them by the government according to their power (C, B, A, S, etc.). They must follow a code of ethics where they are not allowed to kill or murder any villain, nor any citizen or person (including thieves or people who committed crimes). Some work independently, others for agencies where they are paid or given more fame

Villains may belong to criminal organizations or evil agencies opposed to the government. Some seek power, money, revenge, or political ideals. Not all villains are completely evil; some believe they are acting for a just cause or out of revenge. Those who fight for justice for something that happened to them in the past are called "anti-villains." Like heroes, many villains have admirers and are famous among citizens everywhere. Most people in cities, no longer having to worry about their lives thanks to the security systems implemented by the government, see heroes and villains as a form of entertainment.

There are people with special abilities called "Gifted." The government keeps a registry of each of them, and anyone using their powers without being registered as a hero will be fined for illegally using their powers. If a villain appears in a city or town, the place has a defense system against threats superior to those of a human.
