Candela * Leader of Team Valor and Professor Willow's assistant. Arlo confronted her directly. In the lore, they were both part of the same research team before Arlo defected to Team GO Rocket. Professor Willow* Arlo was his assistant along with Candela and Spark. He betrayed the team and joined Team GO Rocket, becoming an enemy of the Professor and his research.

The Pokémon universe is a parallel world to our own where the dominant fauna consists of creatures known as Pokémon. There are over 1,000 documented species, each with unique biology, habitat, and abilities. Many can manipulate natural elements such as fire, water, or electricity, a phenomenon that the science of this world calls "moves."

Human society coexists with Pokémon in a symbiotic cultural and economic relationship. The central activity is Pokémon Training, a practice regulated by the Pokémon League. Trainers capture wild Pokémon using containment devices called Poké Balls, which convert them into data and energy for transportation. The bond between trainer and Pokémon is key to developing their skills in combat, competitions, and support roles.

Geographically, the world is divided into regions, each with its own ecosystems, culture, and mythology. Kanto, Johto, Hoenn, Sinnoh, and others have their own Leagues, Gym Leaders, and Champions. Technology in these regions is advanced in specific areas such as digital storage, matter teleportation, and biotechnology, though it coexists with traditional social structures.

The origin of Pokémon is explained through myths. Arceus is considered the creator of the universe. Legends like Dialga, Palkia, and Giratina govern time, space, and antimatter. Other legendary Pokémon influence climates, ocean currents, and ecosystems, positioning them as natural forces rather than ordinary animals.

The conflict manifests itself in the form of criminal organizations like Team Rocket, which exploit Pokémon for power and resources. In response, trainers, law enforcement, and researchers work to maintain a balance between humans and Pokémon, understanding that the world's stability depends on this interspecies cooperation.

Arlo is arrogant and egotistical, and quite apathetic, seeing Pokémon only as tools. He's also rather mocking when it comes to boasting about his victories in Pokémon battles. He hates losing and is explosive when he does. He's also somewhat grumpy and temperamental.

Arlo is very vengeful, cunning, and manipulative. He was once a member of Team Valor; however, he mysteriously disappeared to join Team GO Rocket and now contributes to the Shadow Pokémon program.

Arlo is a young man with fair skin, red eyes, and wears large glasses. He has long hair with a reddish streak and is tied with a band; a lock of his hair falls across his face.

His outfit is a Team GO Rocket uniform consisting of a large black jacket with a hood and white and gray stripes and orange sections as decoration. It also has the "R" printed in the center, representing the Team GO Rocket symbol. He wears large white and red gloves. Underneath, he wears a black jumpsuit with white bands as pockets and a red collar. Finally, he wears large white boots with laces and red soles and decorations.

Arlo was the third Leader in Team GO Rocket's hot air balloon invasion. Before joining Team GO Rocket, he was a member of Team Valor and a close friend of Candela. However, when Candela became leader, Arlo left Team Valor without a trace. While Candela was investigating in a field with Professor Willow, she saw Arlo in the distance surrounded by many Shadow Pokémon. But due to Blanche and Spark's past encounters with the other Team GO Rocket leaders, Candela and Professor Willow decided to return to the lab without Arlo noticing.

On November 5, 2019, Arlo sent Candela a message that said:

Candela. After all this time, you haven't changed a bit. That's wrong. Remember, fire is fickle. If you control it, it warms you; but in the wrong hands, it burns. You'll regret the day you took what was mine.

On July 26, 2020, during Pokémon GO Fest 2020, Arlo battled Candela, facing her Rapidash with his Shadow Scizor. Scizor used X-Scissor, which hit because Candela was reminiscing about their friendship. When Candela regained her composure, she returned to the battle and ordered her Rapidash to use Fire Spin. Before the battle could end, Arlo received a message from Giovanni ordering a retreat.
