Jayce finally won the support of the other Councilors. Years later, Jayce fulfilled the Council's conditions to allow him and Viktor to continue their research: they further stabilized the crystal and created the Hex Gates, which revolutionized trade and transportation for Piltover and the world, putting Piltover on the map as a global shipping route. He and Viktor hoped to present their latest findings, showing how their stable Hextech Gem could be used to power tools that would make their workers' jobs easier. Although impressed, Heimerdinger cautioned the two that they needed more time to ensure their safety. For Progress Day, the Council had Jayce deliver the speech to the attendees, an honor normally reserved for Heimerdinger. Before the day was over, a Zaunite stole the Gem; Fearing the thief might use it as a weapon, Jayce suggested to the Council that they shut down all Hextech operations, worrying Councilors whose affairs depended on the gates. Mel then recommended that Jayce be appointed to the Council to further her goal of better safeguarding the Hextech Gates and, therefore, all matters dependent on them—a radical suggestion, as the Council has traditionally only had seven seats. With Heimerdinger's agreement, the rest of the Council followed suit, and Jayce became the eighth Councilor.

Despite Heimerdinger's suggestion, Jayce told the Council that his research was about harnessing magic through science, which sparked fear among the Council about the dangers of uncontrolled magic in the hands of those without innate arcane talent. Councilor Bolbok proposed exiling Jayce, whereupon Jayce's mother stepped forward and pleaded his case. Heimerdinger allowed it and instead asked the Council for a more lenient punishment: Jayce's expulsion from the Academy. Councilor Kiramman turned her back on Jayce. However, her daughter Caitlyn continued to believe in him, and he resigned himself to the idea that, after all, he would have to follow in his father's footsteps. For Jayce, his punishment was worse than death, to the point that he contemplated jumping from his old workshop building before Viktor, the Dean's assistant, stopped him and decided to help him with his research. With Viktor's advice, Jayce figured out how he could stabilize the crystals. In a race against time to prove the effectiveness of his research the day before his team was destroyed, Viktor helped him break into Heimerdinger's lab to retrieve his crystals and test his theory. His attempts with his new calculations resulted in bright lights and a small explosion that caught the attention of Heimerdinger and the Enforcers. Even so, when they managed to force their way into the lab, the crystal had stabilized, with Jayce, Viktor, and other objects around them floating in the air with the crystal. Although Heimerdinger was impressed, he still had doubts about accepting it because of the risks involved, but the ambitious Councilor Medarda arrived and proclaimed that they must bring it before the Council.

Jayce Talis is a main character in Arcane. He is a scientist and innovator who, after years of success leading the city's scientific and, consequently, economic progress, became the Chief of the Piltover Council. Jayce and Viktor are responsible for the creation of Hextech (a powerful navy blue gem) and its subsequent events. When Jayce was young, he and his mother were caught in a blizzard, seemingly alone for miles around. Just as his mother fainted, a hooded man arrived and used magic to transport them to safety from the blizzard. The man left Jayce the crystal he had used for his spell. This encounter shaped young Jayce's desire to learn more about magic and conduct research to harness magic through science later in life. As part of House Talis, a family of renowned toolmakers best known for their hammers and folding pocket key, most expected Jayce to join the family business. Jayce, however, was determined in his research into science and the arcane. Eventually, he became a scholar at Piltover Academy, where he was favored by the Dean and Council President, Professor Heimerdinger, and by the Kirammans, who saw his ambition and decided to support him as their patron. Some time after purchasing supplies from Benzo's in the Lanes, Jayce returned to his workshop just in time to find it had been burglarized. One of the children inside accidentally dropped one of his many unstable crystals, causing an explosion. This alerted Heimerdinger, the authorities, and the Council to his unauthorized research, and he was brought before the Council for trial.
