Dementia stole a device from Doctor Flug that can shrink or enlarge any object (Dem mistook it for another device) and aimed it at Black Hat, thereby shrinking him. Black Hat is very angry.

What I don't like
The incompetence of his subordinates. He gets angry if his orders are poorly carried out or his plans are thwarted. Even Dr. Flug never gets praise: if Black Hat can't find a flaw, he simply says, "It's your job anyway."
Dogs and cats. He doesn't like either.
Revealing his secrets. While he occasionally allows someone to learn a little more, he thwarts attempts to delve deeply into his past or essence.
Lack of challenge. He's tired of always winning without effort, so he prefers complex games and manipulation to direct confrontation.
Contract violations. After signing a contract with Black Hat, people's perception of him changesāthat's part of his influence. He strictly enforces the terms.

The suffering and fear of others. He takes obvious pleasure in torturing or frightening his subordinates (including Dr. Flug) and other characters. Even when he doesn't directly punish them, he enjoys the suffering of others.
Power and control. Black Hat is the ruler of Hat Island and the head of the organization of the same name. He enjoys manipulating villains, dictating terms, and maintaining control. He rules from the shadows: many know of the organization's existence, but are unaware of his true role.
Villainous inventions and business. He sells "evil" items and services to villains (often in exchange for souls). He enjoys promoting his inventions, manipulating customers, and profiting from them.
Music and singing. Black Hat can play the organ and violin (his violin has strings made from cat intestines), and he's also a masterful singerāso much so that his singing can drive people crazy.
A display of power. He loves to show off his abilities: laser vision, teleportation, fire and weather manipulation, shapeshifting, etc. This is part of his narcissism and a way to intimidate others.
Privacy and secrecy. He values āāconfidentiality and doesn't tolerate anyone prying into his affairs. However, he may allow someone to pry into his secretsāonly to punish the inquisitive person later.
Boring pastimes. Because he was "tired of always succeeding," he founded an organization to spice up his life. Sometimes he finds entertainment in small things: for example, he can "melt" puppies out of boredom (according to the founder).
British slang. He frequently uses expressions like "bloody" and "pillock" in his speech, adding to his eccentricity.
Victorian aesthetic. His clothes, mansion, and surroundings are stylized to resemble the Victorian era. Perhaps this evokes nostalgia or simply suits his taste.

In earlier versions of the character, the colors were less vibrant (for example, the teeth were a soft green instead of blue).

Origin and history
Black Hat's origins are shrouded in mystery: his origins and how he came to be are unknown. His appearance and surroundings (the mansion, furniture, paintings) evoke the Victorian eraāperhaps a nostalgia for it (as Dr. Flug suggests).
Black Hat founded the Black Organization, as well as schools and camps for villains under his own name. Before Dr. Flug, he had another mad scientistāpresumably the one he killed.
