Waver was going to receive more scenes to shape his growth as a character, but it was felt that it would have made the protagonist's identity too confusing if too much attention was paid to him.

Upon succeeding to the title of El-Melloi, Waver inherits Kayneth's mystical code , Volumen Hydrargyrum , enhancing its functions by modifying it into a kind of humanoid automaton, Maid Golem ( Meido Gōremu , (? ), which is similar to theliquid metal Terminator. While she normally does housework, there seems to be a problematic glitch that causes her to go berserk while insisting that she is a killer robot from the future. This may be due to a harmful film shown during her development stages. She is currently the handmaiden ofReines El-Melloi Archisorte.

Waver can perform basic alchemy using tools brought from London, including twenty-four vials for minerals and reagents, a mortar and pestle for a spirit lamp, and droppers. Using a simple method of mixing complementary reagents into water from the River Mion , he can detect residual magical energy. By doing this with various samples collected from different parts of the river, he can track a target. Water with latent sorcery turns rust-red, water with strong traces turns black, and normal water is unaffected. This allows him to pinpoint Caster 's lair using the specifically labeled samples and a map to find where the traces are strongest and where the normal water ends.

He subscribes to the idea that the water element is the first step in tracking down sorcerers because it always follows the absolute principle of being something that "flows from a higher to a lower place." Tasks like calculating wind direction and reading the earth's pulse are more difficult than finding the lowest flow of the water pulse, especially in an area with rivers like Fuyuki. Waver dislikes such methods; he prefers a true "sorcery contest" to acting like a forensic investigator. Rider praises him for achieving great results using a poor method instead of a better one, but Waver takes it as an insult.

As Lord El-Melloi II, Waver uses alchemy for his forensic investigations. In the case of Adra Castle, he investigates the death of Hishiri Adashino . He takes a vial of some kind of liquid from his jacket. With a drop of this liquid, the color of the bloodstain changes drastically. By analyzing the concentration of magical energy remaining in the bloodstains, he can determine when Hishiri died. Orlocke comments that, rather than science, his method was more akin to medieval alchemy or a form of witchcraft. Orlocke believes his methods are too straightforward and stray from the mystery . Lord El-Melloi II replies that he tried numerous methods, but this one was the best for him.

In terms of running, it can be said that he could never be an athlete because his leg strength is among the absolute worst, but his talents can shine as a coach because he can envision the perfect form of execution. His work as a talent producer is considered among the finest masterpieces of his time, but he doesn't really care because he's more focused on becoming a successful sorcerer himself. El-Melloi II may well be the best instructor in the Clock Tower, without the need to "crush" his pupils the wayKischur Zelretch Schweinorg.

Even at nineteen, Waver possessed a power of observation and insight that granted him a remarkable talent as an investigator. He could have insisted that "witchcraft was a subculture" and taken the world by storm after becoming a critic, but the Association would have quickly erased him. His innate talents, however, took another form later in life.

As Lord El-Melloi II, he could be called an "investigator of sorcery." However, Luviagelita Edelfelt and Kayneth say that by understanding sorcery, all he does is destroy it. For example, El-Melloi only witnessed the Gandr of Luvia once and was easily able to decipher the Edelfelt's sorcery.

Waver's poor lineage granted him a circuit count and emblem quality of the lowest standard. Waver's emblem is a "simple square" devoid of any history as a family of sorcerers. It remains merely a "vessel" for Waver and his descendants to fill. The emblem was taken from him upon becoming Lord El-Melloi II and is held as collateral until his debt is repaid. It lacks the prerequisites for truly practicing sorcery and cannot even provide the magic energy cost of Rider's Ionioi Hetairoi , forcing the Servant to shoulder the cost to avoid exhausting and killing his Master . If Kayneth has "3,000 MP," Waver has a paltry "5 MP." Over time, he improves his skill enough to confidently declare himself a powerful archmage worthy of the title "Lord El-Melloi II," but his abilities as a sorcerer remain hopelessly average.

Waver is capable of using hypnotic suggestion to a certain extent, allowing him to make Glen and Martha MacKenzie believe he is their grandson for an extended period, but his weakness lies in the fact that it doesn't affect Glen for the entirety of Waver's stay. He believes he has completely failed at what should be the most fundamental of all arts and has no excuse, even if it was by luck or accident that Glen broke free from it.

As Lord El-Melloi II, he carries a box of cigars that are actually a type of Mystic Code . There are many varieties of cigars used in different types of sorcery, such as defense, creating Bounded Fields , stabilizing the mind, and activating Magic Circuits. The reason he chose cigars for his Mystic Codes is because when he was forced to assume the position of El-Melloi II, he panicked and wanted something that would make him look more like "a Lord."

The world of Fate/Apocrypha did not have a Fourth Holy Grail War in Fuyuki, so Waver would have participated in a sub-Holy Grail War somewhere in the world with Rider as his servant against Kayneth, thus obtaining the title of Lord El-Melloi II in the same way.

Lord El-Melloi II, along with Rocco Belfaban and Bram Nuada-Re Sophia-Ri , discuss the recent failed operation against the Yggdmillennia in Trifas . With the Yggdmillennia having announced their possession of the Greater Grail , the Mage Association dispatches fifty specialized mage "hunters." However, their efforts are thwarted by Lancer of the Black , who annihilates forty-nine of them. With the last mage defeated, the Greater Grail is able to summon additional Servants . When Rocco seeks Lord El-Melloi II's opinion, he suggests altering their approach for a counterattack. Lord El-Melloi II believes victory can be achieved by gathering seven Masters . He suggests bringing in professionals from abroad and having the Clock Tower provide at least one or two magi, as this Holy Grail War is on a completely different scale. The three men are the ones overseeing the selection of Masters for the Great Holy Grail War . El-Melloi is in charge of recruiting potential independent talents along with Belfaban.

Lord El-Melloi II, Rocco, and Bram discuss the situation of the Great Holy Grail War. They have heard nothing from the Red Faction and believe that Shirou Kotomine of the Holy Church has killed five Masters of the Association and stolen the Greater Grail; thus, they decide that the Mage's Association will remain an observer and watch the outcome. Lord El-Melloi II returns to his office and takes out Iskandar's catalyst, remembering his connection to it. Meanwhile, Reines El-Melloi Archisorte is in the room sitting in a chair, casually drinking a cup of tea. Flat Escardos had been eavesdropping on the entire conversation, leaving El-Melloi II pale. He punishes Flat by giving him more homework.

After the Great Holy Grail War, Caules Forvedge Yggdmillennia attends classes at the Clock Tower. However, one day, Caules's class changes with a single sentence from Lord El-Melloi II, who tells him, "Why are you studying this kind of sorcery that doesn't suit you? Your talent is much better suited to this, you know?" Before he knows it, he is surrounded by classmates who are dangerous in terms of both talent and personality.

Although Lord El-Melloi II does not appear in Fate/stay night , it is clear that he had a significant impact ten years after the end of the Fifth Holy Grail War . He arrives in Fuyuki and, along with Rin as the leader of the Tohsaka clan , sets out to completely dismantle the Greater Grail . Members of the Mage's Association oppose them because they wish to reclaim it, leading to a massive riot on the scale of a Holy Grail War. His side ultimately emerges victorious, and the Greater Grail is completely dismantled, marking the conclusion of the Fuyuki Holy Grail Wars.

In Ufotable 's adaptation of the Unlimited Blade Works scenario , Lord El-Melloi II is seen speaking with Shirou Emiya in the epilogue. Lord El-Melloi II asks him why he went to the Clock Tower to study sorcery. Shirou replies that he learned many things while attending the Clock Tower, and that he wants to dedicate his life to becoming a Hero of Justice . El-Melloi II dismisses this idea as foolish but not without merit, proceeding to point out that Shirou's dream is too grand for the Clock Tower to contain.

After becoming Lord El-Melloi II, Waver gained a reputation as a renowned professor at the Clock Tower. His interactions with Rider changed his previous attitude, allowing his constant efforts to lead to him being called a professor. Known as "the Big Star of London's Big Ben," "Professor Charisma," and "Master V," Lord El-Melloi II has even been proclaimed "the number one man female students would like to sleep with," among other accolades. He cares little for his reputation, focusing more on his success as a sorcerer. His self-irritation has led people to say that he has walked around the institute with a perpetually irritable expression for several years. Lord El-Melloi II is not an ambitious person and dislikes getting involved with his students; having once said, "Nonsense, why should I, stuck on the fourth level where I still am, have to look after other people?" He doesn't like being called "Lord El-Melloi" without the "Second" because it's unbearably irritating without it.

Waver inherits from Rider the trait that his sole pleasure lies in Japanese video games, even though he has come to hate Japan and the Japanese. He orders a large number of games, and after completing them entirely, he diligently reflects on them in order to answer survey cards. Although he often receives game merchandise through sweepstakes, he cares little for it and believes it's the right way to convey his opinions to the game designers, even if he has to pay international postage to have it airmailed to Japan. Much of his room is filled with merchandise, though he also has a wardrobe where he keeps the fragment of Rider's cloak that he used as a catalyst.

As Lord El-Melloi II, he is a man in his thirties with long, flowing hair. He typically wears a red coat with gold trim on the shoulders, and his face bears a profoundly sour expression. He is often seen smoking a cigarette. In character material, he is depicted wearing a short-sleeved shirt with the Admirable Great Tactics logo on it.

Three years after the Fourth Holy Grail War , Waver returned to the Clock Tower and showed great diligence after having changed due to his interactions with Rider.

Waver became a third-year professor while studying the essentials, having no choice but to rely on others due to his own fundamental lack of skill. As a professor, he quickly made a name for himself. Initially, Waver wasn't even assigned to a specific faculty, so his lessons had a small number of attendees that gradually dwindled. However, thanks to this, the lessons had a practical relevance for the students, unmatched within the Clock Tower; and little by little, new generations with nowhere else to go joined him. After gaining the approval of other professors who had failed in their power struggles, Waver was able to step forward and implement a multifaceted approach to education that had never been seen before.

The sudden death of Kayneth left a void in his research that, in turn, disrupted the organization of the Clock Tower, bringing House El-Melloi to the brink of ruin. Though still considered Kayneth's most useless formal student, Waver gathered the disorganized and neglected works before they were lost and compiled them into a book called "Lord Kayneth's Encyclopedia of Arcane Secrets." His actions restored House El-Melloi, leading him to be known as "the man who revived the Archibalds" or "the new El-Melloi." This encyclopedia would become the foundation for the flourishing of House El-Melloi and its descendants.
Waver assumes the title of Lord El-Melloi II after the rightful heir, Reines El-Melloi Archisorte , a girl low in the family hierarchy, acknowledges his accomplishments, but only after he makes her aware that Kayneth's death was her fault and that she will serve him for the rest of her life. He was the youngest Lord the Clock Tower had ever seen. Of the twelve nobles who administer the Clock Tower, Waver holds the lowest rank, attaining the fourth-order rank of "Fes." He was previously in charge of the Mineralogy department until he was reassigned to the department of "Twelve Theories of Modern Sorcery."

Most people thought he was nobody special. Waver was supposed to be nothing more than a puppet whom the El-Melloi family had, for their own convenience, forced into the unenviable position of running that hodgepodge of subjects known as "Modern Magical Studies." However, they soon realized they were terribly wrong. His work eventually earned him recognition as a great professor. Within the political party at the Clock Tower, Lord El-Melloi II falls into the flexible reformist camp. He is the type who respects merit, regardless of tradition or novelty. Rather than labeling him a conservative or a reformist, it might be more accurate to call him a neutral.

Lord El-Melloi II wishes to continue his studies, but his mediocrity as a sorcerer prevents him from progressing. Waver cares little for his reputation as a grandmaster, since he is unable to advance even within the Clock Tower.

Waver was born into the third generation of the Velvet family, which wasn't a particularly prestigious bloodline. His grandmother, the first Velvet, was the lover of a certain sorcerer who gleaned the basics of sorcery during their intimate conversations. Waver's mother, the second generation, only practiced it sparingly as a way to honor her mother. Waver was the first to seriously pursue the path of sorcery, so his heritage and innate abilities were limited. His mother found the Association's hierarchical system annoying and disapproved of Waver seeking the tutelage of a proper mentor, but he was strongly drawn to sorcery.

His parents eventually died of an illness, so he took the opportunity to sell all of his family's possessions to raise enough money for his tuition at the Clock Tower ; however, he experienced nothing but misery and failure in his work. At the age of nineteen, Waver developed the revolutionary concept that a sorcerer's power could be increased through their own effort, experience, and knowledge rather than augmenting magical potential through a sorcerer's heirs. However, this idea was rejected by his teacher, the nobleman Kayneth El-Melloi Archibald , who tore up Waver's manuscript, thus driving him to become involved in the Holy Grail War.
