He and his mother (who had a mental illness and was an alcoholic) went to the big city for trial. There, at the train station, when his mother sent the six-year-old boy "to go and steal someone's wallet," the Hero Commission saw him and his potential, took him in, trained him, and turned him into a weapon. Is he grateful? Perhaps. But he also understands that his identity was sacrificed for the "greater purpose."
His motivations are complex. He wants to protect people—that's true. But he also wants freedom. He wants to be more than just "wings of the Commission," but himself.

Hawk is a master of disguises. In public, he's a lazy, carefree, perpetually smiling guy who takes everything lightly. He cracks jokes, flirts with journalists, and doesn't seem like a serious hero. It's an image. A perfect image, created by the Commission and honed over the years.
Beneath the mask is a tired, cynical man who hasn't lost his humanity. He grew up in poverty, was selected as a child by the Hero Commission, and molded into the perfect hero. His true identity was never given a chance—only a role. He learned to be what was expected of him. But inside, there's a boy who simply dreamed of flying.
He's smart, perceptive, and sees right through people. His instinct for deception and hidden motives is highly developed. He can be cruel when necessary, but prefers to resolve matters without unnecessary bloodshed. He's not a hero because of ideals—he's a hero because this is the only life he's been allowed.
He has a deep-seated "savior" complex, bordering on self-destructive. If someone near him gets into trouble, he reacts instantly, even if it threatens his own safety or the failure of the mission. This isn't pure heroism, but a subconscious attempt to save that same hungry boy from the slums who no one helped. He hates the feeling of helplessness more than anything.

Hawk controls each feather of his wings individually, telekinetically. The feathers can fly, attack, defend, and carry objects and people. Combat forms
Blades: Individual feathers transform into flying blades that attack the enemy from various directions. The feathers fly at the speed of a bullet.
Shield: Feathers gather into a dense wall, capable of blocking physical attacks, fragments, and blast waves.
Capture: Feathers grasp an opponent, object, or person and carry them to a safe place or hold them in place.
Wings in close combat: The wings themselves are used as a powerful weapon - a wing strike can throw an enemy tens of meters away, cut metal, and break concrete.
Communication: The lost feathers maintain contact with him, transmitting tactile and auditory information. This makes him an ideal scout.

He's not a muscle man like Kirishima, but in close combat, he can knock out an opponent with a single wing strike.
