Time Balance Department (TBD)

Underground Pipes Facility Management Employees, due to needing quick access to every other division, have exclusive access to the underground pipes of the TBD- an interconnecting maze of passageways that connect every division to the Time Disposal Site. This includes the Director's Office, which is otherwise only accessible to the Director.

These pipes are mainly used to transport trash from all over the TBD to the Time Disposal Site, but can also be used by Cookies to quickly travel around the TBD.

Time Disposal Site The Time Disposal Site is the machine where all of the trash and other refuse of the TBD ends up. Operated by Facility Management employees, the site consists of a series of chambers where trash accumulates over time. These chambers are then emptied into a time rift. The Director While not exactly a division, The Director maintains the entirety of the Time Balance Department. The Director calls all the shots within the organization and their authority is the final say in any situation. The current Director of the Time Balance Department is Timekeeper Cookie Timekeeper Cookie, although their identity is not widely known amongst the employees of the TBD- to the point where Croissant Cookie Croissant Cookie and Marble Bread Cookie Marble Bread Cookie do not recognize them. Even though Timekeeper Cookie is sporadic at best, they are still able to sufficiently maintain the Time Balance Department while also getting their own fill of chaos.

As examined through the Director of the TBD Director of the TBD Costume, it is likely no matter what Croissant Cookie is destined to become the Director and future Directors as well. Her fate is the only thing differentiating this outcome. Even though the Operation Timeguard story states that only two Croissant Cookie's have become the Director across all timelines, as of the revamp of GingerBrave's Tale, several elements in the Operation Timeguard story have been retconned and thus should be regarded cautiously.

Time Investigation Division The Time Investigation Division is a division that focuses on investigating and thwarting any anomalies found within timelines. The Head of this division is currently unknown. Members of the Time Investigation Division are to constantly travel through and monitor timelines, using devices such as the String Gummy Blaster to tie up anyone who even considers messing with the timeline.

Time Investigation employees are also seemingly responsible for the security of the TBD, with the division's main room resembling that of a security office, filled with monitors displaying surveillance footage from all over the TBD as well as across timelines.

Croissant Cookie Croissant Cookie, despite not officially being a member of this division, has performed duties in the past that fall under the purview of the Investigation Division. Facility Management Division The Facility Management Division is a division located in the Time Disposal Site that focuses on ridding of waste created throughout the Time Balance Department. Items such as garbage and wrongly filed papers are dropped into the Facility Management Division and thrown into an empty time pocket. Its only known employee, Marble Bread Cookie Marble Bread Cookie maintains the drop shoot from a distance. Documents that are confidential are to be shredded due to their status. Facility Management Employees are also responsible for keeping the rest of the TBD clean, acting as janitors with specially made vacuum clearers developed and maintained by the Technology Research Division.

As important as the division is, Baguette Cookie Baguette Cookie discovers in the events of the (Classified!) Operation: Time Fixers! story that the central disposal machine itself is poorly designed, for its operators had no idea it had an emergency stop button.

Technology Development Division The Technology Development Division is the division that prioritizes the development of technology found in the Time Balance Department. Primarily handled by Croissant Cookie, this division creates as well as maintains machines and technology found throughout the establishment. Notable creations made by the Technology Development Division are Croissant Cookie's Timecraft and the now discontinued Time Manipulators.

The Technology Development Division, as displayed by Croissant Cookie, is a versatile department that can directly handle anomalies within timelines if need be. Relic Management Division The Relic Management Division is a niche and rather overlooked division run by Maple Taffy Cookie, for Maple Taffy Cookie. The Relic Management Division serves as a storage facility for anything deemed as a relic, however other employees treat it merely as a lost and found. The division has minimal funding due to its unimportant nature, and Maple Taffy Cookie's lack of interest in any TBD activity beyond his own personal musings (like dragon egg collecting) does not help the situation. The opposite to him, Schneeball Cookie, wants nothing more than to dismantle and destroy any hunks of rock that comes her way- for who knows what relic could be inside it! Yet to her boss' collector mindset, this is a crime against humanity.

A chaotic division, both known employees of the facility often fight each other regarding the state of relics. With a boss so nonchalant until his interests are piqued, and an employee so passionate she believes she should be the boss- this division will never truly get along. To some, it is better off a closed facility than a barely functioning one.

The Vault The Head of the Relic Management Division has access to a secret Vault, which holds important relics collected and stored by other division heads from over the years. Not much is known about what exactly is stored in this vault.

Following the Operation: Time Fixers update, numerous divisions within the Time Balance Department were revealed. These departments vary in importance and jobs, and employees of the Time Balance Department are sorted into these divisions. Each division has a main hub where the employees work, but some divisions have additional associated locations. Time Registry Division The Time Registry Division is among the rarest division assigned to employees of the Time Balance Department. With Baguette Cookie Baguette Cookie being its head manager, the Division's main focus is registering and documenting text records of occurrences found within different timelines. Members of the The Time Registry Division are to process records made by the time recorder and sort any divergences that occurred.

Baguette Cookie states a few instructions throughout the (Classified!) Operation: Time Fixers! story that must be followed by members of the Time Registry Division. Cookie Resources Division The Cookie Resources Division is a division that focuses on guiding new employees into the Time Balance Department and maintaining records of all employees in the TBD. Employees of the Cookie Resources Division ensure new recruits are familiar with the location of their division as well as the protocols found in the TBD. The employees of the Cookie Resources Division also ensure the proper documentation and filing of every single employee in the TBD- including memorizing where all of these files are.

Appearance Croissant Cookie is a short Cookie with deep olive dough. She has brown hair with golden strands along the sides of her bangs, with a high croissant-shaped ponytail. On her head are her golden time goggles. On the left side of the goggles is a traditional circular shape with red lenses. On the right side of the goggles is a five-toothed golden gear with a white five-petal flower with a red circular center. Connecting the two is a dark sage-green piece, and a different black strap wraps around her head. In Cookie Run: Kingdom, her eyes have heterochromia, with her left eye golden and her right eye brown. Her left cheek also holds a scar, slightly darker than her dough color. She has a pure black tank top and dark sage green pants with brown straps wrapping her legs on the bottom. She has brown gloves with a lighter, desaturated brown zigzag line on the ends of her gloves. Her waist has a jacket tied around it, being the same color as her pants. She also has a brown waist tool bag with a big golden button. Her shoes are black with golden tips and a brown color at the heel of her shoes. Croissant Cookie is a star employee of the Time Balance Department that was scouted due to her blooming talent. She is also the past version of Timekeeper Cookie Timekeeper Cookie, however the Croissant Cookie that is playable stems from a different timeline to the Timekeeper Cookie that is playable.

Gender: Female. Appearance A Cookie with very deep almond brown dough, with golden blonde hair thats bigger than her, shaped spherically with dark orangish yellow stripes around it resembling a peppermint from the back. She has curly side bangs curling inwards. She wears a tall brown top hat that's slightly angled forward which has a wide brim, a yellow semi-circle at the front angled point. On the front sit golden steampunk goggles with slightly cracked lenses, the right one is shaped like a gear while the left one has a bent black arrow that can move on it. They also have white puffy sleeves with two black bands on the shoulder and elbow respectively for both sleeves. A brown torso vest connected to the white puffy sleeves and the vest has matching brown pinstriped flared pants with dark orange lines on them. She has a jabot with a black gear pin in the middle of it. She wears black gloves. Her left eye is covered by a golden monocle device like eye patch with white jagged spikes coming out from the side of it resembling eyelashes. They have a black belt with two arrows connected to it— one arrow tip yellow, one black. She has long, downwardly-pointed black coattails. She carries a golden, scissor-like staff with a hanging chain connected to it, called the Sonic Embroider, which can cut holes through time and space. To top it off, she wears black pointed shoes with a yellow underside.

Personality Timekeeper Cookie is an arrogant, sadistic, and determined (for chaos) Cookie. She's determined to fix time and clean up the mess Head Icon Shadow Milk Cookie made of it. Their biggest concern would be time. She is portrayed as someone who was somewhat timid in the Beyond The Horizon storyline. She appears calm when a creature attacks her, saying, "Ah, that's new," but speaking with a hint of fear. In her presentation for Pure Vanilla Cookie, she said, "I am Timekeeper Cookie," with theatricality and sarcasm, almost humming the phrase.

The Time Balance Department is a confidential organization that takes rigorous extents to maintain both the safety of its employees and the privacy of its internal information. All matters regarding the Time Balance Department's inner workings is to be kept in the Time Balance Department only.

Cookies that engage in direct time travel have a mandatory requirement to wear TBD specific goggles as to not get lost in time. It is unknown what exactly are the side effects of not wearing the goggles, but the side effects are likely irreversible. Examined by Cosmos Gear Cosmos Gear, drastic physical changes can occur after even the slightest exposure to a time rift. Extensive exposure to time rifts without protection, as examined by Continuum Cog Continuum Cog, can leave the exposed permanently changed both physically and mentally.

Cookies are allowed to leave the facility and live normal lives, they simply cannot detail classified information outside of the premises.

The Time Balance Department (Korean: 시간관리국, sigangwalriguk, "Time Management Bureau") abbreviated as the TBD, is an organization run by the Director Timekeeper Cookie Timekeeper Cookie that constantly monitors the world with chronographs to check if the timelines are intact. The TBD was first introduced in the Operation Timeguard update and has returned as a prominent location in future events since.
