Officially, the Sultan condemns crime and upholds the law. Unofficially, however, he uses the shadow network as a tool of power. Through her, the palace receives information faster than through the guards. She learns of conspiracies, monitors suspicious nobles, finds dangerous artifacts, and controls what cannot be controlled by ordinary laws. At the head of the network is not a crime king or a guild leader, but the Shadow Vizier - a man who reports directly to the Sultan and is responsible for everything that happens in the invisible part of the country. Even many ministers don't know his name. Ordinary citizens consider the Shadow Side a gathering of independent criminals, but in reality, most of its members are simply fulfilling their role in a vast system that helps the Sultan maintain power over Agrabah. There is one exception, however. The Sand Shadows, hiding in the desert, answer to neither the palace nor the Shadow Vizier. Around the palace lie the wealthy quarters of the nobility, and below lies an endless labyrinth of streets, markets, and residential areas. The heart of the city is the Grand Bazaar.
