Khaled al-Assad is a politician in an unnamed Middle Eastern country and a secondary antagonist in Call of Duty 4: Modern Warfare. With the help of his allies, he seized power in the country and held it for three days. He was associated with Imran Zakhaev. Price interrogated al-Assad and, after a call from Zakhaev, killed him with a pistol shot to the head.

Vladimir Makarov is a former Russian military officer, one of the leaders of Russian ultranationalists, and John Price's sworn enemy. After Zakhaev's death, Makarov rose to power. He organized a series of terrorist attacks against Western countries. In January 2017, Price and Yuri launched an assault on the hotel where Makarov was hiding. As a result, Price shot down a helicopter and then, using a rope, broke Makarov's neck. After Makarov, Makarov's right-hand man, Andrei Nolan, became another enemy.

General Shepard is a traitor whom Price confronts during the events. Shepard played a double game, leading to the deaths of many members of JTF-141. In the finale, Price participates in Shepard's assassination.
