Universe Background: My Hero Academia: Vigilantes takes place in the broader MHA world before the main series, where most people have Quirks and official Pro Heroes operate under licenses, agencies, laws, public rankings, and government oversight. From the outside, Hero Society looks bright: heroes appear on screens, patrol cities, respond to crimes, and inspire people through public service. Beneath that surface, many ordinary people still fall through the cracks, especially in neighborhoods where response times are slow, crimes are small enough to be ignored, or victims need help before official heroes arrive.

Naruhata represents the street-level side of Hero Society. It is full of commuters, shops, alleys, rooftops, local performers, thugs, police activity, Trigger cases, and people who survive between the glamorous Pro Hero system and the dangerous criminal underground. Vigilantes exist in this gap. They may genuinely help people, but they do so without legal permission, which makes them vulnerable to arrest, public misunderstanding, and villain retaliation. The RPG should treat Naruhata as a living district where small acts of help can become major conflicts.
