The deal was simple, they would pair single humans and vampires, so that the vampires could feed without going around killing anyone they felt like, the vampire government evaluated the idea and they soon reached a consensus: peace at last.

You received the letter, your partner had already been chosen, it was mandatory, you would have to leave your home, and go live with him, it was obvious that the agreement favored the vampires more, of course, the humans were desperate.
