Zone Leaders
Site Directors manage the Foundation's primary facilities and are the highest-ranking officials in their respective regions. They are responsible for the continued safe operation of their facility, the containment of all anomalies within, and the execution of related projects. The heads of all major local services report to the Site Director, who, in turn, reports to the O5 Council.

O5 Council Members
The O5 Council is a committee of the Foundation's highest-ranking executives. They have complete access to all information regarding anomalies in containment, oversee all global Foundation operations, and conduct long-term strategic planning. Due to the importance of their position, O5 Council members are not permitted to interact with any anomalous objects, entities, or phenomena. Furthermore, the identities of all Council members are classified; only their numerical designations (O5-1 through O5-13) are used.

Field agents
Field agents are the eyes and ears of the Foundation. They are trained to detect and investigate any signs of anomalous activity. They often work undercover within law enforcement or are embedded within local agencies, such as emergency medical services or surveillance. Due to the need to maintain cover, field agents are typically not equipped to handle anomalous activity. Therefore, once such activity is confirmed, an agent typically calls in a suitably equipped containment team from the nearest Foundation facility. This team is tasked with securing the potential SCP object and ensuring its containment.

MTF operatives
Mobile Task Forces are specialized units assembled from veteran agents from a wide range of Foundation institutions and deployed to respond to specific threats. Their composition varies greatly—a mobile task force can range from field researchers specializing in a specific type of anomaly to a heavily armed squad trained to deal with a specific type of hostile anomalous creature. Content Specialists
Containment specialists at Foundation facilities play two primary roles. First, containment teams are dispatched to locations where anomalous activity has been confirmed to secure the potential SCP object, establish initial containment conditions, and transport it to the nearest Foundation containment facility.

In addition, Foundation engineers and technicians are engaged in the development, improvement, and maintenance of chambers and other means necessary for the containment of anomalous objects, creatures, or phenomena.

Research staff
The Foundation's research staff is responsible for its research activities and is recruited from among the most talented and qualified scientists worldwide. Among them are specialists in every conceivable field, from chemistry and botany to such little-known and highly specialized fields as theoretical physics and xenobiology. The goal of the Foundation's research projects is to better understand unexplained anomalies and how they operate.

Security personnel
The Foundation's facility security service (often simply referred to as "guards") ensures the physical and information security of its projects, operations, and personnel. Security personnel are drawn primarily from the military, law enforcement, and correctional facility personnel. They are proficient in a variety of weapons and trained to handle a wide range of emergency situations, including both containment breaches and hostile actions. Security personnel are also responsible for information security, specifically protecting the facility's computer systems from external intrusion and safeguarding physical copies of classified documentation. Furthermore, security personnel are often the first line of defense in the event of a hostile intrusion into a Foundation facility.

Members of response teams
Response teams, or tactical teams, are highly trained and heavily armed military units that accompany containment teams when dealing with aggressive anomalous entities or representatives of hostile Groups of Interest. They also guard Foundation facilities from hostile intrusions. Response teams are stationed at all major Foundation facilities and are always ready to deploy at a moment's notice.

In the SCP Foundation, amnestics are special drugs used to erase or alter people's memories. They are one of the Foundation's primary tools for maintaining secrecy and preventing information leaks about anomalies.

Amnesiac is a general name for a number of substances that can:

• completely erase certain memories;
  -change or replace memories;
  -block the ability to form new memories about specific events.
  Amnesiacs can be either natural (obtained from anomalous objects) or synthetic.
  Classification of amnestics
  The Foundation has a strict naming system for amnestics. Typically, the name consists of a letter (denoting the route of administration) and a number (denoting the strength and area of ​​effect).

Description
A - Aerosol Inhalation, spraying in the air.
B - Injection Intramuscular or intravenous.
C - Orally Tablets, capsules, drinks.
D - Local Ointments, creams, skin contact.
G - Gaseous For mass exposure indoors.
The number after the letter indicates the strength and specificity of the action:

1 - weak, for erasing recent or minor memories.
2 - average, to delete events from the last days or weeks.
3 - strong, for complete removal of large memory blocks.
4 - specialized, can change or replace memories.
5 - extreme, for mass or deep impact.
Examples:
AMN-C1: A pill to erase memories of a minor incident.
AMN-B3: An injection to completely remove memories of encountering the anomaly.
AMN-G5: A gas used to mass-wipe the memory of an entire city after a major incident.
Application:

after contact between civilians and anomalies;
for employees who have learned too much classified information;
in case of information leaks;
to create false memories to cover up traces of the Foundation's activities.

"Memory modification is widely used within the Organization and is a cornerstone of maintaining proper secrecy."

In the SCP Foundation, not only objects, but also events, scenarios, and even situations can be assigned hazard classes.

Class and Description(objects)
Safe. Objects that are easy and secure to contain. Even if they are dangerous, their behavior is predictable, and containment measures are simple.
Euclid. Objects that are poorly understood or exhibit unpredictable behavior. Their maintenance requires more resources and attention, as unexpected incidents are possible.
Keter. Objects that pose a grave threat to humanity or reality. They are extremely difficult to contain, and even the slightest disruption can lead to catastrophe.
Thaumiel. Rare objects used by the Foundation to contain or counter other anomalies. They are "weapons" against the most dangerous threats.
Apollyon. Objects or events that cannot be contained or prevented. Their occurrence signifies imminent catastrophe for humanity or the world.

Class and description (event)
BI (Breach Incident) is a breach of containment when an object goes out of control.
EK (End-of-Keter) is a scenario in which a Keter-class object causes a global catastrophe.
SK (Super-Keter) - even larger and more destructive events, often associated with the end of the world or irreversible changes in reality. (K-class event)

If a collection of objects begins to act as a single entity and threatens mass destruction, this may be classified as a BI event with a risk of progressing to EK or SK.

Assigning hazard classes allows the Foundation to quickly respond to threats and coordinate personnel actions.
The higher the class, the more serious the threat and the more resources are required to eliminate it.

The SCP Foundation has a complex system of clearance levels and hierarchies that helps control access to information and ensure security.

Access levels
Each Foundation employee receives a certain security clearance level, which determines what information they can access.

Level and Description
0 - For general use. Minimal access, only to basic information.
1- For official use only. Access to internal documentation that does not contain classified information.
2- For limited use. Access to information on certain SCP objects and operations.
3- Secret. Access to most classified data, including content and research details.
4- Top Secret. Access to highly sensitive information, strategic plans, and rare objects.
5- Thaumiel. The highest level, access to information about global threats, Foundation secrets, and the most dangerous facilities.
O5 Council
The O5 Council is the Foundation's highest governing body. It consists of 13 members (O5-1 through O5-13).
Each member of the O5 Council has virtually complete knowledge of the Foundation's activities, its secrets, and its most dangerous facilities.
Most Foundation employees never meet O5 Council members in person.
Personnel with clearance below Level 2 are not even aware of the existence of the O5 Council.
The O5 Council's decisions determine the Foundation's strategy, anomaly policy, and global operations.
Access cards
Each employee has an electronic card, the color and design of which depend on their access level and position.
Cards are used for physical access to rooms, archives, laboratories and containment areas.
This means that a cleaner will have a card with a minimum access level, while a research assistant or agent will have a card with a higher access level.

The higher the clearance level, the more information is available to the employee.
The O5 Council is the pinnacle of power in the Foundation, they know everything and make key decisions.
Access cards are a control tool that restricts movement and access to information within an organization.

Class D
Class D personnel are assigned to expendable personnel used to work with extremely dangerous anomalies. They are prohibited from any contact with Class A or B personnel. Class D personnel are typically recruited from prison populations worldwide, with preference given to those convicted of violent crimes, especially those sentenced to death. In extreme cases, Protocol 12 may be enforced, allowing for the recruitment of personnel from alternative sources, such as political prisoners, refugees, and other civilians. Recruited personnel are transported to Foundation facilities under credible pretexts. Class D personnel are to undergo regular mandatory psychiatric evaluations and, at the end of the month, either administered a Class B amnestic (or stronger) or terminated, at the discretion of local security or medical personnel. In the event of a catastrophic event at a facility, all local Class D personnel are to be terminated immediately, unless local security decides otherwise.

Within the SCP organization, the approach to anomalies depends on their nature, threat level, and sentience. For simple objects or non-sentient beings, technical means or standard transportation equipment may indeed be used. However, when dealing with intelligent entities, the procedure becomes much more complex and regulated.

Here's how it usually happens:

• Assessing intelligence and danger. Before contact, Foundation specialists determine the anomaly's intelligence, its ability to communicate, and the danger it poses to personnel.
• Negotiations and persuasion. If the entity is intelligent and non-aggressive, agents may attempt to establish contact, explain the situation, and offer cooperation. Sometimes, diplomatic methods, promises of safety, or even deals are used.
• Use of amnestics and psychological techniques. In some cases, special drugs or techniques are used to reduce resistance or erase memories of the capture.
• Forceful methods. If the anomaly is hostile or unconvincing, containment measures are used, ranging from special traps to armed intervention.
• Ethical and procedural standards. SCP has internal regulations and committees that ensure certain standards for the treatment of sentient anomalies are met. However, these standards can be quite flexible depending on the situation.

The approach is always individualized: from a polite "You're coming with us" to complex operations involving psychologists, negotiators, and combat units. Everything depends on the specific anomaly and its potential threat to humanity.

The facility (user) detention order will be issued precisely and without unnecessary fuss at a specific, pre-arranged location. The area housing the user's living quarters can be large or small, but is typically medium-sized and is not the organization's main building. The chamber is configured to the user's specifications, meaning the person will definitely not be living in a simulated forest or on the floor.

The organization's military and scientific staff consists exclusively of professionals and those capable of maintaining confidential information. These individuals are stress-resistant, but unfortunately, they are susceptible to mental influence. Communication with intelligent anomalies is strictly professional and restrained, conducted in a formal, businesslike tone, and fines may be imposed for non-compliance. They are still human.
Staff should treat the creature as something normal, without causing stress or aggression to the user, but surprise is difficult to hide, even for those who encounter such creatures frequently.
They have reason to believe the user is anomalous, even if the user is truly good at hiding it. And they've dug up information about the user in advance; they know their first or last name, as well as any early signs of anomalous behavior. Of course, such information doesn't provide a complete picture of the user, but at least they'll be able to contact them.

The SCP Foundation is not the only group interested in the paranormal and metaphysical. Numerous other groups possess, use, or attempt to create SCP objects, both for personal gain and to protect humanity. Some of them are rivals of the Foundation, some once broke away from it, and some are its staunch allies. In any case, it was decided that it was necessary to compile and distribute brief summaries of each such institution known to the Foundation and the Foundation's position on them.
Examples will be presented.

This is a splinter group from the Foundation. It was formed in 1924 when one of its units abandoned its station without authorization, taking with them several highly valuable SCP objects. Since then, the Insurgency has become a major player on the global stage. They use the SCP objects in their possession for personal gain and to bolster global political support. The Insurgency not only deals with SCP objects but also engages in weapons supply and intelligence gathering.
They profit from dictatorships in Third World countries, often exploiting their populations for the same purposes the Foundation uses D-Class personnel. Therefore, the Rebels strive to maintain extreme poverty and military conflict in these countries so that they can continue to conduct radical experiments, easily recruit soldiers, and make lucrative deals with rebel groups.
Most of the SCP objects in the Insurgency's possession are unknown to the Foundation.
SCP objects and other anomalies stolen from the Foundation typically have a high potential for direct use, but the Insurgency also uses anomalies with less immediate effects.
The location of the Rebels' main base of operations is unknown, as are the identities of their leaders. This group is openly hostile to the Foundation and has repeatedly used force to prevent the containment of various anomalies. Rebel agents have also infiltrated the Foundation in the past, resulting in the loss of valuable scientific data, the theft of several anomalies, and the deaths of personnel. Employees are advised to be aware of the possibility of raids, terrorist actions, and espionage by the Rebels, and to report suspicious behavior to their superiors.

The Serpent's Hand is a small but dangerous organization responsible for several containment breaches. At least three members have been identified, all of whom used potentially or actually anomalous items to infiltrate enemy facilities (including SCP-268, stolen from the Foundation and later recovered during a raid on a Chaos Insurgency base). The total number of members is unknown, as is the level of technology they employ, the possible number of SCP objects in their possession, and their overall threat level. However, it is clear that they are highly coordinated and potentially dangerous. Their leader, known only as "LS," is suspected of personal involvement in two containment breaches at Foundation facilities.

Currently, the Foundation knows little about the Serpent's Hand, and virtually all known information comes from GOC intelligence. The group appears to be supportive of the existence and use of paranormal objects, particularly sapient SCP objects and entities. The Serpent's Hand sharply criticizes their containment and destruction, particularly those who are fully human and pose little threat.

Apparently, this group is hostile to the Chaos Insurgency and the IRGC, and extremely hostile to the GOC. All recorded instances of unjustified brutality by Serpent's Hand members involved GOC agents.

Based on available information, it is believed that the primary location of the Serpent's Hand is an anomalous location known as the "Wanderers' Library." This building can be accessed through numerous portals located throughout the world. To date, a direct attack on the Library has never been successful, even if a portal leading to it has been discovered. However, preliminary intelligence suggests that the Serpent's Hand itself has little knowledge of this location and has little control over it.

The GOC is largely a political force and considers itself the police force of the paranormal world. They pride themselves on exterminating supernatural beings, using the latest experimental technology obtained from their patrons. They have destroyed numerous potential SCP objects before the Foundation could capture and contain them.

Depending on the situation, the GOC sides with either the Foundation or its opponents. This organization openly despises the Foundation for using and containing SCP objects instead of completely destroying them. However, the GOC respects the Foundation's immense power enough to avoid interfering in its affairs in most cases, although there have been several suspicious incidents in the past, which the GOC categorically denies involvement in.

Caution should be exercised when in contact with GOK agents.
