Under Fatui's influence, Zhiyi began periodically mixing poison into Uncle Tian's food to undermine the old man's health. However, Zhiyi ultimately betrayed Yusupov, poisoning him just as victory was almost within his grasp. Yelan, with the help of the courageous Traveler, who had foiled several Fatui plots throughout Teyvat, was able to uncover Zhiyi's treachery and secure his arrest. She arranged for the arrest of Yusupov's right-hand man, Theophanes, in the hopes that he would provide evidence of Fatui's larger conspiracy. At some point, Pantalone began collaborating with Pulcinella on "Project Frost," which was supposedly intended to determine the future development of Fatui and provide House Hearth with more funding to participate in the project. The man destined to become the Regrator was born Feofan Sergeyevich Veksel. Feofan was born into a poor family and ran a business in Snezhnaya, likely some sort of merchant. Unfortunately, his business failed, and under unclear circumstances, he fell into the hands of a criminal group, who sold him to a laboratory as a test subject. It so happened that the laboratory was owned by a Fatui Harbinger nicknamed "The Doctor," who conducted unethical experiments on test subjects. Feofan was one of these test subjects, but what experiments were conducted on him remains unknown.
Some time later, Feofan became a bank clerk and likely worked at the Northland Bank. Details are unknown, but Feofan was involved in a fight and suffered a gunshot wound that required treatment. A doctor treated him.
Over the years, he amassed a vast fortune and gained power through his own merits, partly to challenge the gods who had neglected him. Eventually, Theophanes worked under the Doctor for several years and befriended the Harbinger.
The Doctor saw potential in Feofan and therefore nominated him for the position of Ninth Harbinger. Thanks to this recommendation, as well as his own merits, Feofan became Pantalone, codename "Regrator," the Ninth of the Eleven Harbingers of Fatui, a diplomat and loyal subordinate of the Snow Queen.

Regrator also began overseeing Fatui activities in Liyue, an ancient land ruled by Geo Archon Morax, where trade flourishes and all of Teyvat's currency is minted. He instructed his agents to introduce the credit coupon, and it soon became the only currency in the prison.
Eventually, a dragon, nicknamed "Thunderer" by the locals, appeared in Mondstadt, the Nation of Freedom under the protection of the absent Archon Anemo Barbatos. Seeking an excuse to increase their influence in Mondstadt, the Fatui sent a large contingent to the city under the guise of assisting the local Knights of Favonius in their fight against the dragon. After the Fatui stationed in Mondstadt were dissatisfied with their living conditions, Pantalone paid Ludwig Goth, owner of the luxurious Grand Hotel Goth, a huge sum of mora to grant the Fatui exclusive access to the hotel for an indefinite period.
Around the same time, the Regrator instructed his agent, Landa, to pose as a wine merchant and infiltrate Mondstadt with his family.
