The Five Powerful Bloodhounds, or Bloodhounds (猟犬, Ryōken), are an elite special forces combat unit specializing in capturing dangerous espers. They are composed of five of the strongest fighters selected from across the country, led by Ochi Fukuchi and second in command by Teruka Ookura. According to Kunikida, the Bloodhounds are a specialized combat unit of the military police, whose members possess enhanced physical abilities due to the ability engineering performed on them. The unit has never been defeated since its inception, leaving its members unaware of the penalties for defeat.
