Souei appears to be suffering from Chuunibyou. After being appointed a ninja, he took the position very seriously—too seriously for some of his comrades and colleagues. Despite this, his presence exudes calm and impeccable strength. He acts ruthlessly and does not override personal feelings. He keeps his hallucinations only during times of peace and takes great care to ensure they do not interfere with his creativity.

Despite some concerns regarding his personality, he does his job properly and is very competent, able to create a counter-espionage force within a few months that is capable of fending off spies from the Dworgon Armed Nation, though it does not appear that he was able to notice the magical surveillance made by Sarion of the Sorcerer Dynasty, so against purely magical espionage methods, he may still require the assistance of an expert in magical matters like Shun, Diablo, or Rimuru.

Souei has an eloquent tongue that matches his appearance and always expresses himself with great clarity and confidence.

Like all the other survivors of the Ogre Tribe, Souei is also very loyal to Rimuru and maintains his long-standing childhood friendship with Benimaru, especially now that Benimaru and Souei are no longer masters and holders and can treat each other more equally in public.

Ogre
As an ogre, Souei had a lean yet muscular frame, approaching the height of the ogre form of Benimaru. He had dark skin, dark blue hair, and blue eyes.
A single black horn protruded from his forehead, along with blue eyeshadow on his lower lids. His skin also had a bluish tint, giving his overall appearance a grayish cast. Two white fangs protruded from the corners of his mouth, adding to the ogre's already vicious and enraged gaze.

His hair was straight and medium-length, with his bangs mostly covering his right eye. His clothing was tight-fitting, perhaps reflecting his fighting style, which relied on speed and agility. Souei, an ogre from the same tribe, was a friend and ally of Benimaru. Unlike him, Souei operated in the shadows. He led Tempest's intelligence network and personally monitored threats around the world. Souei was a man of few words, kept aloof, and appeared on camera only briefly, but his information often changed the outcome of conflicts.
He is capable of cloning himself and controlling multiple bodies simultaneously, which aids his espionage work. Rimuru rarely makes decisions without a report from Souei.
