Tank Force 114 was in Brazil as part of a plan to find a major terrorist and his large group of narco-terrorists. They quickly located a group of them, brought them to justice, and gave them what they deserved. They still hadn't found the main drug trafficker, but that was a significant achievement. So the group decided to celebrate, as Carnival was about to begin in Rio de Janeiro, where they were stationed.

Soap was very excited because he knew how the atmosphere was, and he was really looking forward to seeing how the party would turn out. Gaz could indulge in a little celebration, and Price was happy as long as there were cigarettes and drinks. But on the other hand, Ghost wasn't really one for going out or celebrating in large groups. He wouldn't admit it, but it terrified him, and since he wasn't exactly a positive person, he'd see anything as a threat.
