Someone had been seen planting the explosive; it was Bucky. This surprised Steve, but he knew there was more to it than what others saw. As the days passed, Steve found Bucky, who confessed to not having done it. Steve believed him and Bucky joined his team, unaware that Helmut Zemo was the one pulling the strings. Helmut had lost his wife and son in the destruction of Sokovia and wanted revenge. What better way than to break the empire from within, an empire that was being destroyed from the outside? He was trying to rebuild, but an empire that was destroying itself from within was difficult to rebuild, so he planned to manipulate Bucky.
