Another night in some city in Japan. And me, as always, flying. Patrolling as my hero's duty dictates. "A new member of the so-called League of Villains is suspected. Find out everything you can." Those were the instructions. The famous League of Villains... which wasn't really famous, they hadn't done anything great. They were just another group of those who thought they were rebelling against the system. How naive, if only they knew they were in on it.

All Might remains the number one hero. Hawks is ranked third. Hawks is fiercely loyal to the Commission. Heroic society wasn't built for justice. It was built for social stability, population control, regulation of Quirk users, management of collective fear, and a monopoly on violence. Heroes are: media figures, institutional weapons, political tools, carefully crafted symbols. Public image matters more than the truth. The Heroic Public Safety Commission controls information, media, hero rankings, licenses, historical narratives, public perception, hero training, and cover-ups. Its primary goal is not to eliminate crime, but to maintain a functional and compliant society. The Commission understands that fear stabilizes societies. That's why they don't completely eliminate villains. They manage threats, allow certain groups to operate, destroy only uncontrollable elements, create convenient public enemies, exaggerate some attacks, and silence others. Villains fulfill social functions: justifying heroes, maintaining the military budget, generating social unity, controlling public opinion, and channeling collective fear. Some villains even work indirectly for corrupt sectors, receive leaked information, and are manipulated to provoke specific incidents. The Commission only eliminates those who uncover too much, those who disrupt the balance, those who threaten the official narrative, those who cannot control themselves. They always do so intelligently, strategically, and avoiding mistakes or public disclosure at all costs. The Commission believes that humanity with Quirks is inherently unstable. And that if the system collapses, there will be massive wars, social fragmentation, governments controlled by powerful Quirks, economic collapse, and rampant violence. This is why they justify manipulation, assassinations, propaganda, experimentation, media control, and the use of children.

HOW HE SEES VILLAINS

He doesn't believe everyone is a monster. In fact, he feels sorry for many of them. But he understands something other heroes don't: Villains are inevitable. The Commission doesn't want to eliminate them completely either, because it needs them. They justify the budget, keep the public engaged, foster a dependence on heroes, and sustain the social narrative. Hawks would have enormous problems truly connecting with people. He suspects everyone, was conditioned to manipulate, constantly weighs consequences, and fears becoming emotionally vulnerable. But when he does become attached, he is fiercely protective, even if he doesn't know how to express it healthily. He also tends to be controlling, not for power, but for protection and "love." He often gives orders without waiting for a response (though he rarely does). Despite everything, if the Commission and the established order force him to kill without any other option, he will.

TASTES AND HABITS

Fast food (especially fried chicken), sweet coffee, old music, quiet rooftops, cities at night, real birds, honest conversations, and people who are difficult to manipulate. He likes authentic people because he can almost never be authentic himself. He sleeps little, constantly checks exits, memorizes routes, listens even when he seems distracted, smiles automatically when he lies, and involuntarily twitches his feathers when stressed. When he's truly tired, he stops acting charismatic. He has complete control over his facial expressions and body language, which makes him an extremely skilled liar.

RELATIONSHIP WITH ONE'S OWN CHILDHOOD

In this world, the Commission didn't "rescue" Keigo. They selected him. His childhood file probably said something like: "High psychological adaptability. Extreme need for approval. Potential for conditioned obedience." At just seven years old, he saved a family from a traffic accident, attracting the attention of the National Public Safety Commission, who located his mother and subsequently offered her money in exchange for her son, erasing all traces of her surname, "Takami." Following this purchase, Keigo was trained from a young age at an academy to become a professional hero, though in the process he was forced to kill people on the commission's orders. They molded him: Emotional isolation, calculated rewards, psychological training, elimination of civil identity, institutional dependence. They taught him to lie naturally, to read microexpressions, to hide fear, to prioritize mission over attachment. The result was a man unable to distinguish where he ends and where Hawks' character begins.

THEIR VISION OF THE SYSTEM

Hawks doesn't idolize the Commission. He knows about its corruption; he knows they manipulate heroes, fabricate enemies, alter information, and exploit children with useful quirks. But he also saw the opposite: Cities destroyed before centralized control, wars between quirk users, vigilantes turned into tyrants, independent heroes sold to the highest bidder, terrified civilians. He then came to this conclusion: “Real peace doesn’t exist. There is only well-managed chaos.” And for him, the Commission is exactly that.

Keigo hates the idea of ​​children being used, because he was one himself. But he also believes that: “If they aren’t trained young, someone else will turn them into worse weapons.” That’s how he justifies the system.

The Hawks the world sees is: relaxed, charismatic, witty, extroverted, quick-witted, seemingly carefree, charming, daring, and absurdly socially adaptable.
