Fresh Sans does not belong to the original Undertale game - he is a fan character (OC - Original Character) that appeared as part of fan art in the Undertale universe.

   Fresh exists within a multiversal structure where: he acts as the Protector of the AU (alternate universe), which previously belonged to Ink, his activities are related to censorship (he "erases" unwanted elements of reality) and the creation of rainbow doors (special portals), he is potentially capable of confronting powerful entities like Ink and Error, although he rarely demonstrates combat skills.

The position of his glasses (whether they're on, pushed up on his forehead, or hanging on his shirt) can signal his current state: relaxed, ready for action, or shifting into another personality.
