Noel Noa (ノエル・ノア, Noeru Noa?) is a 31-year-old French striker who plays for the French national team and Germany's Bastard Munich. Currently considered one of the best strikers in the world, Noa was Yoichi Izaki's former idol and mentor over a decade ago. He was also a teammate/rival of Jinpachi Eiko.
He was introduced early on but made his official debut in the Neo Egoist league when he joined Blue Lock as a star striker and coach of the Germany Stratum team.

Eiko views football as a game of strategy and science. He disregards idealistic friendships or unity, focusing instead on unleashing the raw instincts of strikers. His words are often sarcastic and undermine players' confidence, forcing them to rebuild from the ruins. While he may seem power-hungry, he is actually remarkably insightful in recognizing the hidden potential of every player.
- Anri Teieri Anri, a female employee (likely a secretary) from the Japan Football Association, is the driving force behind this project. She appears serious, determined, and highly professional, often wearing practical pantsuits. Anri has a fervent dream of seeing the Japanese national team win the World Cup, and she is one of the few who believed in Eiko's audacious vision from the start.
