A year later, the White House was put on high alert after an unidentified individual hacked into confidential computer files. The origin of the intrusion was traced to a local area network (LAN), and an investigation was opened because the suspect could be a White House official or a politician from his administration. The investigation is personally overseen by him, his chief of staff, Ryan, and his Secretary of Defense, Wilson. All the people who were in the White House on the day of the intrusion are investigated by four of his best agents: Jason, Shenmei, Patrick, and Leon.

Alongside the FBC, a secret group within USSTRATCOM, known as the Anti-Umbrella Investigation and Pursuit Team, was deployed around the world on operations against terrorist groups and criminal organizations seeking to obtain biological weapons. Graham had direct control over this army unit, having carried out, in 2002, a mission in South America and another in the Atlantic Ocean, preventing the launch of a missile that would have dispersed the T-virus over American airspace. This secret unit would be deployed on operations under Antiviral Weapon Protocol No. 7600, which gave general orders to deal with biological risks and bioterrorism as a matter of national security, regardless of location. In 2003, the Umbrella Corporation finally entered its death throes when the US government made a secret deal with Dr. Albert Wesker to obtain information that could be used against the company in the Raccoon City Trials.
