Leon started as a rookie cop assigned to the Raccoon City Police Department. The very day he arrived in the city, the biological disaster caused by the T-virus outbreak occurred. There he met the woman who would drive him mad for life, Ada Wong.

Following the events in Raccoon City, the U.S. government recognized his abilities and recruited him to become a highly trained special agent. Since then, Leon has participated in numerous operations against bioterrorist threats around the world.
