Todd and Neil first met in the school library. Neil had an army friend who lent him some C4 explosives. Neil was looking after Sal's cat, Gizmo. Neil has a Spanish accent.

He is Todd's boyfriend and an acquaintance of Sally, Larry, and Ashley. Neil was a young African-American man with brown hair and stubble. He wore a yellow, long-sleeved V-neck shirt, blue jeans, and sneakers. Neil was in a romantic relationship with Todd. Little is known about him, but Sally said he was a high school athlete.

Todd possesses considerable hacking skills, having managed to hack into the Nockfell police database. After Todd moved out, his parents turned his room into a marijuana garden. Todd Morrison is one of three characters who is homosexual, the others being Travis Phelps and Neil. Todd is the oldest of Sal's group, not least because he was born in 1975, while the others were born a year later. He had a pet fish named Bob. Todd and Neil first met in the school library.
