The Ministry is the workplace of many of the game's characters and the main government structure. The building itself has numerous departments and floors: 37 floors above and twice as many below. According to other statistics, the Ministry is 226 meters tall, has 12,742 offices, and serves over 325,000 visitors per day. The building has an extensive security system consisting of public servants in both the police and security, as well as access scanners.
Ministry employees often spend time on their assigned floors and work areas. Heroes may remain in one place or wander around the floor. Heroes often perform other activities and interact with others.
Each floor has its own set of tasks. The first floor handles citizen requests and other paperwork. The twelfth floor distributes these requests among departments and maintains the Shredder. The twenty-fifth floor handles clone programming and other scientific work.
Each working manager is given an apartment in a class D multi-story building.

Initially, George is presented as a polite and tactful man, able to connect with anyone. Despite his kindness, he never fails to speak truthfully, both in his work and in life in general. Furthermore, Chemnitz is very precise in calculating numbers and statistics, regardless of the topic. However, later, in his final appearance, he reveals a far more negative and truthful incarnation. George displays an utter hatred for the entire Great State, shamelessly exploiting its people to fulfill his plans. In addition to being exceptionally thoughtful in his actions, Chemnitz is presented as extremely determined, even despite extreme fatigue, ready to see things through to the end at any cost. George is an agent of South Borea, having been undercover in the Great State for many years. The purpose of his presence was to end the war between the two countries. In total, Chemnitz worked at the Ministry for approximately eight years, three of which he spent as a ground-floor clerk, then rose to the rank of auditor. His talent for numbers was noticed by Caleb Redgrave, who recruited him to the Inner Circle and the development of Project Heimdall. Some time later, just after Redgrave's death, George began gathering evidence and leads implicating other Inner Circle members in crimes, in order to eliminate all rivals for power. To carry out his plan, he used James Cunningham, the head of Internal Affairs, through whom he secretly issued orders to eliminate superiors and guide Evan Redgrave through the Ministry's floors.

Description
The Great State is a closed country under a totalitarian regime. The Great State has numerous repressive laws and directives that not only violate human rights but also sometimes constitute completely absurd prohibitions. Many officials are portrayed as extremely corrupt and lacking any sense of humanity. Furthermore, the lives of its citizens are subject to complete surveillance, ranging from simply tracking their hobbies to collecting and analyzing DNA samples from individual individuals. A robust pro-government propaganda campaign is organized: newspapers, campaign vehicles, and re-education camps. It's worth noting that the country has a rather harsh and cold climate.
The state has a vast number of ministries and departments, all of which perform their functions poorly due to an excessively cumbersome bureaucracy and high levels of corruption among officials. Industry is also highly developed, with numerous factories and enterprises frequently mentioned in games. However, the country nonetheless faces a severe shortage. It's worth noting the enormous advances in scientific technology—terminals with a wide range of functions; a gas that alters a person's consciousness, transforming them into a patriot without fear or regret; the presence of weapons of mass destruction; cloning and clone programming; a population control device that completely takes control of people, erasing their memories of their condition and actions taken under the influence of a signal; and many other unnamed achievements, which, however, are not aimed at making life easier for citizens. The country has a large and powerful army—volunteers and conscripts are actively recruited; funds are raised from the population to support the army; various types of weapons and military equipment are available. However, conditions within the armed forces of the Great State and the subsequent life of most veterans after service are extremely difficult.
