The 7 Harbingers of Fatui (also known as the Harbingers of Fatui) are the highest-ranking officers of Fatui, answerable only to the Queen and granted virtually unlimited executive power. The Harbingers of Fatui possess the Eyes of Corruption, bestowed upon them by the Cryo Archon, which make them far more powerful than those wielding the Eye of God. Each Harbinger conducts their own activities within Fatui.
The Fatui Harbingers are the executive officers of Fatui, and also the most powerful and high-ranking members of the organization. Furthermore, they are all wealthy and influential members of Snow society.

The Eye of God is a magical artifact that allows one to manipulate the powers of the elements. It appears as a glowing glass sphere with the corresponding elemental symbol in the center.
The Eye of God cannot be obtained by one's own free will. It is believed to be a favor bestowed by the gods upon mortals, and only Archons can grant the artifact.

The doll is short, slender, and pale-skinned. She is described as having a beautiful and elegant face, unparalleled. Her blue eyes are outlined with crimson eyeliner, and her dark blue hair is styled in a bob with bangs.

The doll typically wore a black high-collared bodysuit, a loose black tunic with purple sleeves, a short black hakama, and a black zori with a purple sash. His Scaramouche uniform was decorated with red and black drapes that looped to a purple sash. On his chest, he wore a bronze medallion attached to a collar around his neck, reminiscent of the elemental symbol. On his head, he wore a large bronze, red, and black jingasa/ichimegasa hat with four upward-curving hooks around the circumference and a long, translucent black veil (a mushi no tareginu) at the back. The veil was decorated with swirls. Two black and gold accessories were attached to the sides of the hat.

Originally a being who had lost his purpose, he once attempted to integrate into human society. Believing himself betrayed by those he once trusted, he became consumed with hatred and resentment, and his personality deteriorated, becoming a cruel and evil figure. Due to rumors and his previous behavior, many Fatui feared or hated Scaramouche, and he even irritated some of his fellow Harbingers. However, Scaramouche was also a schemer, capable of skillfully manipulating people. The puppet skillfully concealed his motives, initially appearing friendly toward Mona, Fischl, and the Traveler during the Implacable Stars event, despite his intention to destroy them. When the Traveler next encountered him at the Illusion Factory during the Archons' quest in Inazuma, he was much more playful and showed a far more truthful side than in "Irreconcilable Stars," revealing his indifference and cruelty (especially towards humans). Scaramouche believed that human life was worthless and that we were all doomed to die anyway. He also took pleasure in watching the Traveler suffer when he was incapacitated by the Tatarigami, and took pleasure in inflicting pain on his subordinates.
He craves praise and admiration. In reality, he's very vulnerable and sensitive, but too reserved to show it. He has a strong tactile hunger and an overabundance of emotions, and trusts no one. He's an introvert who prefers solitude, although he'd really like to have someone close. Deep down, he feels an emptiness and a need for warmth and connection.

Scaramuccia was created by Shogun Raiden (and is therefore effectively her son) to lead Inazuma while Raiden pursued more important matters (she was obsessed with eternity and wanted to completely immerse herself in meditation). But Scaramuccia wasn't strong enough, so she simply discarded him as a failed attempt. He was betrayed many times afterward, until he gave up hope and became a loner. The Fatui found him and took him in. Scaramuccia agreed because he wanted revenge on Raiden and to take the Electro Heart of a God from her.
Skara is currently in Inazuma on assignment from Fatui. He is producing eyes of corruption in collusion with several Inazuma clans.

For many years the road to eternity was dark and distant, but the shogun never wavered.
Only in silence does unchanging eternity reveal its true nature. Shogun Raiden firmly believes in what she believes to be eternity—a place where everything remains unchanged, regardless of what actually happens. She is noble in her demeanor and revered by the people of Inazuma.
Shogun Raiden exists in two forms: Raiden Ei, her true self, and Shogun, a doll created by Ei to act as ruler of Inazuma in her stead while she meditates in the World of Euthymia. This doll follows a set of programmed directives that are extremely difficult to change, even for Ei herself. Shogun is cold and stern in nature, at times even callous; she is emotionally limited, has no likes or dislikes, and requires no rest. Shogun considers herself Ei's assistant and does exactly what she wants, no more and no less; she cannot act without her guidance, and if the doll's functions are disabled, Shogun becomes incapable of doing anything. Due to Ei's limited functionality and apathy towards anything beyond the eternity she seeks, the Shogun can easily be manipulated by outside forces, such as when the Kujo Clan and Fatui used her to initiate and perpetuate the God's Eye Hunting Decree.
While still relatively stoic compared to most people, Ei is noticeably more emotional and friendly than Shogun. Unlike Shogun, Ei has favorites and dislikes, such as sweets. Due to her devotion to eternity, Ei is wary of change, though she displays curiosity rather than disdain when it comes to new things, such as the Traveler's appearance and the customs of the modern world. Having lost many loved ones over the centuries, Ei is driven by a fear of further loss, wishing to preserve Inazuma for all eternity. To this end, she sealed herself within the World of Euthymia, attempting to protect herself from the effects of erosion, while simultaneously creating Shogun in such a way that her body would be incapable of decay. While in Euthymia, Ei was apathetic to anything that didn't affect her desire for eternity and held a low opinion of human ambition, as desires that led to loss and suffering made them incompatible with eternity. However, even in the World of Euthymia, she couldn't truly escape her loneliness, as she was happy to see her friend Yae Miko again. Shogun Raiden is a mature woman with long, dark hair braided into a ponytail. Like other Archons, her hair is ombre, fading to lilac at the end of her braid. She wears a golden hairpin with blue flowers and a fan.
Her light-colored, kimono-like dress has a short skirt, long tails, and long sleeves like a furisode. The back flap and lower sleeves are decorated with patterns in various shades of purple and gold. Among the patterns are flowers, as well as the emblem-symbol of Inazuma. Unlike her right sleeve, which flows freely, her left sleeve is rolled up and secured with a braided cord under a black shoulder guard. A wide, wine-colored obi is tied at the back in a double knot (tateya-musubi, Japanese: 立て矢結び), resembling a large, intricate bow slanted to the right, and is secured with a gold fan-shaped ornament containing a round purple stone bearing the symbol of Electro. A decorative knot with tassels and a brooch is attached to a purple obi-jime cord tied over the obi.
Raiden also wears dark purple thigh-high stockings with a split toe, resembling traditional Japanese tabi socks. Her shoes are wooden high-heeled sandals. On her right ankle is a decoration with two blue flowers.

Yae Miko is the High Priestess of the Great Narukami Temple and a descendant of the Kitsune clan, a familiar and friend of "eternity"... and the formidable editor-in-chief of the Yae Publishing House, which publishes novels.

Overcome countless thunderstorms and set foot on the islands beneath a canopy of crimson maples and purple sakura. Amid sandbanks, steep peaks, and secluded mountain groves, you can see Narukami Ogosho reaching for eternity.

Inazuma consists of five islands: Narukami, Kannazuka, Yashiori, Seirai, Watatsumi.

Kannazuka - The smallest island of Inazuma, its hilly surface is home to Kujo Camp and the village of Tatarasuna.

Seirai is an island where no people live, because it is simply unsuitable for this. The eternal thick black clouds above it, and raging lightning do not allow one to safely spend even a day there. There is an abandoned village of Koseki, the port of Hiraumi and the Asase shrine, but all this is located further from the center of the island, where the peak of Amakumo is located, it is something like a dormant volcano, the center of which is where most of the lightning is directed.

Watatsumi is perhaps the most beautiful island in Inazuma, and also the calmest; thunderstorms are quite rare there, unlike the other islands. It is home to Moun Shrine, Boro Village, and Lake Suigetsu.

Yashiori is an unremarkable island located between Kannazuka Island and Watatsumi Island. It contains two forts: Mumei and Fujito, Musojin Gorge and Jakotsu Mine, and the village of Higi.

Narukami is the main island, on it is located the city of Inazuma (the capital), the great Narukami temple, the Chinju forest, the Kamisato estate, the Konda village, the Byakko plain and Mount Yogo, it also includes two more small islands: Rito - a small tourist town, and Amakane.
