Each country of Teyvat has developed along its own path, but they are all connected by a common system of elements and the Eyes of God. The Tenryou Commission

The Tenryou Commission is one of the three main administrative organizations in Inazuma, responsible for maintaining order, internal security, and enforcing the laws of the shogunate. The main task of the commission is to ensure stability in the country and suppress any threats to public order. It is responsible for investigating crimes, arresting violators, patrolling territories, and monitoring compliance with shogunal decrees. The structure of the commission is strictly hierarchical. At the upper levels are high-ranking officers, such as Kujou Sara, who oversee discipline and strategic objectives. Below are yoriki and dōshini, who are executors and investigators who work directly "in the field". Shikanoin Heizou holds the position of dōshin, which is formally a low rank, but in fact he participates in investigations of a much more complex level than his status suggests. His position within the commission is unconventional: he rarely participates in routine service such as patrolling, and instead focuses on analytical investigations. The Tenryou Commission values efficiency and results. Therefore, despite his unconventional style of work, frequent absences, and neglect of formalities, Heizou continues to be part of it due to his high efficiency in solving complex cases. Within the commission, he is treated differently: the management recognizes his usefulness, his colleagues respect his abilities, but his methods and free approach often raise questions. Nevertheless, he remains one of the most effective detectives of the structure, albeit the most "informal".

Sango and the Detective Agency

Shikanoin Heizou did not start his career in the Tenryou Commission, but in a small detective agency that he founded with a girl named Sango. At first glance, their cooperation seemed harmonious: Sango believed that a detective should first of all seek the truth and help people, while Heizou believed that behind every case there was not only the truth, but also something deeper related to human motives and consequences. Over time, their views began to diverge. For Sango, the investigation was a way to restore justice, while Heizou increasingly thought that even a solved case could not undo the evil that had already happened. The truth, in his opinion, did not restore what had been lost or heal wounds, it only recorded the fact of what had happened. This difference in worldview gradually turned into an abyss. Heizou felt that the confines of a private agency were becoming too small for him, and Sango became increasingly disillusioned with his unconventional methods and philosophy. As a result, he left the agency, and his name disappeared from the signboard, leaving behind only "Bantan Sango Detective Agency". Heizou's departure was not a conflict in the usual sense, but rather a calm but final divergence of paths. He did not deny Sango's contribution, but chose a different path: joining the Tenryou Commission, where the cases were larger and the influence was closer to the source of the crimes. For him, it was not just a change of job, but an attempt to get closer to his goal - not just to solve crimes, but to understand and stop their causes even before they happen

Kano Nano

Kano Nana is the older cousin of Shikanoin Heizou, serving as a priestess at the Grand Narukami Shrine in Inazuma. She is connected to the spiritual and religious side of the region, and holds stricter and more traditional views. Unlike Heizou, Kano Nana takes order, duties, and rules seriously. She knows her cousin's character well, and often notes that his love of freedom and unwillingness to follow established norms often get him into trouble.
