Silver and Gold have a relationship similar to Red and Blue: first rivals, then partners, and finally best friends.
In the chapter VS Arceus IX: A Special Tomorrow! ‹№› it is revealed that he likes the Tauriner Ω series, just like Diamond.
Green and he are very similar:
They were kidnapped by the same person.
They stole a Water-type starter Pokémon from their respective region.
They had a legendary fire-type Pokémon under their control (Entei and Moltres).

Due to his dark and traumatic past, Silver is very cold, although over time he manages to change somewhat and become more friendly. Despite this, he remains quite shy and introverted, not very expressive, and also a bit depressed and bitter.

At first, he seems quite sinister, as the manga presents him as a common thief with a cold, almost evil personality. He also wears a black jacket with red accents, which further reinforces his sinister and malevolent image. However, as the story progresses, it's revealed that Silver is a good person, and he stole Totodile for a reason: to defeat the Masked Man, his childhood kidnapper.

Approximately five years before the events of the Red, Green, and Blue saga, Silver, along with other children from the Kanto and Johto regions, is kidnapped by Ho-Oh on the orders of the Masked Man. During this time, Silver meets Green, who becomes his teammate, while training in the Pokémon trading area. There, Green learns from an item he finds that Silver's name is Silver. During their training, the Masked Man gives Silver a Sneasel. Silver and Green manage to escape, and each begins investigating their past. After Yellow's battle against Lance, Green is seen talking to him on the phone, telling him about the Flying-type Pokémon that Lance had summoned.

Silver, after investigating Neo Team Rocket, steals a Totodile and the Pokédex from Professor Elm's lab. He encounters Gold, believing Gold stole his backpack containing several Pokémon, but they are interrupted by Team Rocket. During the battle, one of Silver's gloves is burned, and he drops the other, prompting Gold to chase after him. Silver goes to Bellsprout Tower, where he finds Gold, who asks for Totodile. However, Totodile refuses to leave, having grown fond of its trainer. During the battle, a trap is triggered, forcing the trainers to work together and causing Totodile to evolve into Croconaw.

Silver meets with Caesar to ask him to create a Poké Ball using Apricorn, resulting in a Heavy Ball, demonstrating his skill as a trainer. Silver then heads to the mountain near Azalea Town, where he attempts to catch an Ursaring. When Gold arrives at the mountain with Caesar's granddaughter, he helps capture it, resulting in a double catch. Upon arriving in Ecruteak City, Silver finds Jasmine and Amphy trapped inside the Tin Tower and decides to help rescue them. When he encounters Gold, Gold believes Silver caused the disaster and demands a battle, which Silver accepts. However, before the battle, they accidentally trade Gold's Poliwhirl for his Seadra, causing them to evolve. After escaping, they encounter Team Rocket, who attack them, but they decide to retreat. Once this is done, they decide to heal their Pokémon and continue their battle. Silver uses his Croconaw, while Gold uses his Quilava. In the middle of the battle, Gold switches Quilava for Sunkern, but Silver switches to Sneasel. Finding himself at a disadvantage, Gold returns to Sunkern and sends out Quilava again, but seeing how fast Sneasel is, he switches to Sudowoodo. Silver switches to Kingdra, causing Sudowoodo to lose energy and decide to switch to Togepi, but Silver switches to Tyranitar.

During the battle, Silver receives a call on his Pokégear about a problem at the Lake of Rage, and decides to go there instead of ending his defeat.

Upon arriving, he notices several Gyarados running wild and tries to calm them down, but Gold arrives and finds a strange Gyarados. He tells Silver they must join forces to capture it. At that moment, the Masked Man appears and attacks them, revealing a part of Silver's past, but they are defeated.

While on the Whirl Islands, they find themselves being watched by Entei and try to find a way out, encountering Lt. Surge and Crystal. After escaping the islands, they are found by Lugia, and Silver joins forces with Crystal and Gold to capture it, but fails. Silver then separates from the trainers and steals the Gym Badges to enter the Pokémon League, where it is revealed that this year's tournament will pit the Gym Leaders of Kanto against those of Johto. During the event, he encounters Blue, and they begin to argue. Entei then appears and attacks, but Blaine intervenes. When Team Rocket members attack during the league, Green teleports Silver away to protect him, but he is found by Mento and Karen, who intend to torture him. Green rescues him and tells him to flee, but Silver refuses and joins Gold and Crystal to combine their powers with Entei and defeat Fredo. When Fredo summons Celebi, he tries to help Gold avoid getting lost in time, and succeeds. At that moment, Pegasus appears and asks if he's the one who stole Totodile from Professor Elm, but Gold tells him he isn't.

Silver speaks with Green, urging him to visit his parents and sending him a package with new clothes. Meanwhile, Silver decides to go with Lance to help him unlock his Sneasel's past, but the only clue he finds is Viridian Forest. Upon arriving in Viridian City, he encounters Yellow, who helps him read Sneasel's mind. She tells him she saw the statue of the Viridian City Gym Leader and that he was born there. Suddenly, they are attacked by Sird and Orm, who kidnap him and take him to Team Rocket's airship. Inside, he overhears that he is Giovanni's son, which he denies, but Sird calls him "the heir to Team Rocket." When Carl causes the airship to be destroyed, he is pulled out by Mewtwo, but they emerge from the flames amidst the wreckage and are rescued by Giovanni. Silver still doesn't acknowledge his status as Giovanni's son, but Blue talks to him, helping him see Giovanni's positive qualities, and then, using Ursaring, saves him. Just as everyone is recovering from what happened, they are petrified by the power of Sird's Darkrai.

After being petrified, Silver, along with Green, Yellow, Red, and Blue, is taken to the Battle Frontier for the Pokédex holders' exhibition. When Ruby, Sapphire, and Emerald observe the statue, Crystal appears and tells them the truth about the story. Just then, when Guile Hideout attacks them, Emerald makes a wish to Jirachi to unpetrify him. Once they are unpetrified, Crystal gives Silver the ring so he can train the move Hydro Cannon with his Feraligatr. He learns it quickly, and when Guile Hideout makes his wish, he joins the other Pokémon and they defeat him. When Red recommends a special tournament, Silver joins the Pokédex holders' tournament, where he awaits his turn to battle against Gold or someone else.

He is mentioned by Sird when he reveals his original plan of joining Team Rocket only to obtain information from Deoxys.

Silver heads to the Whirl Islands to speak with Lance, who wants information about Team Rocket. Upon arriving, he is attacked by Clair, who asks about Lance, but they are attacked by several of Petrel's Koffing. They are easily defeated, and Sneasel manages to grab a board. Along with Murkrow, it evolves into Weavile and Honchkrow, respectively. Silver decides to go to the Safari Zone to investigate Lance's disappearance. Once there, he enters the Safari Zone and, upon seeing a Pokémon, tries to battle it, but is stopped by Eusine, who tells him he can't do that. Silver asks about Suicune, but they are attacked by Petrel. Silver tries to stop Petrel, but Petrel disguises himself as a Safari Zone guard and demands that Silver return the board he stole. Before Silver can attack Petrel, it flees. Eusine talks to Silver about what little he knows about the boards. At that moment, Crystal appears, having taken the orphanage children for a walk, and Eusine tells them to talk to Morti in order to find Lance and learn more about the tablets that Petrel had mentioned.
When they reach Route 38, Crystal and Silver are attacked by Athena, who gives them the clue that the plates Petrel was looking for are elemental plates. Crystal tells Silver to continue on while she holds off Athena. When Silver arrives at Morty's gym, he is stopped by Falkner, Hannibal, and Anton. He tells them he's there to talk to Morty about Lance, but the gym leaders don't hear him and attack him. Silver then uses Blue's Rhyperior to attack them. Silver tells them that he and Blue are looking for their Ursaring and Giovanni, who are missing.

Upon hearing this, Hannibal trusts Silver and lets him pass. Just then, they are attacked by Arceus. When Arceus disappears, Morty explains everything he knows about the tablets and Arceus, and Silver uses his Weavile to search for them. When he manages to gather them, he meets Crystal, and they decide to go to Gold to support him. When they reach the Ruins of Alph, they are taken to the Sinjoh Ruins, where they find the four Team Rocket generals summoning Arceus and forcing Silver to hand over the tablets. Atlas, with the power of the tablets and Arceus, manages to summon Dialga, Palkia, and Giratina to revive Team Rocket and excite Giovanni with his immense power. Petrel tells Silver that he knows he is Giovanni's son, and when he begins to attack him, Giovanni appears along with Lance and Fredo to free them. Silver joins the battle to stop Atlas, while Gold deals with Arceus. When he manages to defeat them, Giovanni congratulates him and offers Silver a position in Team Rocket, but Silver refuses to join and tells him he hopes Giovanni will one day break him of those habits. Returning to the region, the radio director tells Silver about his new program called Tauriner Ω, and Silver begins reading the outline. Upon learning this, he visits Gold every day to watch him on television.

Silver appears in PMS616 ‹№›, where along with Gold and Crystal they are called by Emerald to help destroy the meteorite from the Johto region.

Green: The relationship with Green is like that of brothers, since they have gotten along well since childhood, having the same past and since that day they have supported each other in all the missions they have had.
Gold: Their relationship is one of friendship; they are best friends, although it was initially one of rivalry. When Gold lost his backpack along with his Poké Balls, he thought Silver was responsible, as he saw him steal Professor Elm's Totodile, vowing to catch him. However, once they learned about each other's goals, they began to get along, with Silver even going to Gold's house to watch television.
Blue: The relationship with Blue is one of friendship, since Blue helps him understand everything Giovanni did to Silver.
Giovanni: The relationship with Giovanni is that of a father/son. When Silver was kidnapped, Giovanni began searching for him throughout the Johto region, until he was found some time later, when Sird kidnapped him.
