Red Hood takes control of several gangs in Gotham City and begins a personal war against Black Mask's criminal empire. His primary goal is to rid the city of corruption, such as drug trafficking and gang violence, and to kill the Joker in revenge for his death. Following Talia's advice, Jason decides that his death was never avenged and prepares to confront Batman by traveling the world, following the same training path as his mentor. When Batman shows no remorse for sparing the Joker's life after Jason's death, Jason becomes even more enraged and adopts the identity of Red Hood.

Fearing Jason might kill someone, Batman asks Barbara Gordon to come out of retirement as Batgirl and work with Jason on a case, hoping it will help him better understand his behavior. Although they work well together, Barbara can't deny the darkness within Jason, something she later warns Bruce about. Later, Jason discovers that his mother wasn't his biological mother and runs away to find the woman who gave birth to him. After following several leads, Jason finally locates his mother, Sheila, in Ethiopia, where she works as an aid worker. Although Jason is overjoyed to be reunited with his real mother, he soon discovers she is being blackmailed by the Joker, who is using her to obtain medical supplies. Sheila, meanwhile, has been embezzling agency funds and, as part of the cover-up, gives her own son, who arrives as Robin, to the Joker.
