Rook refers to Ruggie as "Monsieur Dandelion" after witnessing Ruggie eat the flower. The nickname Floyd gave Ruggie, "Shark Bloodsucker" or "Remora," refers to how remoras attach themselves to sharks and act as cleaners for the larger fish, in exchange for safety and a free meal (which ties into Ruggie's relationship with Leona).

It is most likely that Ruggie is based on Scar's three hyena subordinates: Shenzi, Banzai/Kamari, and Ed/Azizi. His first name could be derived from the word "rugged", in reference to his humble origins. His surname, Bucchi, explicitly refers to Buchi Hyena (ブチハイエナ), the Japanese name for the spotted hyena. Ruggie's school uniform is an item inherited from Leona. [7] Ruggie, like Leona, feels intimidated by the women of Sunset Savanna because of their physical strength and strong will. [8] This is consistent with the biology of many savanna animals, such as lions and hyenas, in which the females are hunters and, generally, dominant. He knows how to greet and negotiate with someone in at least ten languages. [ 5 ] In Japanese, he calls his flying broom "Broom-kun". Leona states that Ruggie's greatest strength is his audacity. If Ruggie had to move, he'd choose Heartslabyul because of its frequent tea parties. Due to his background, he rarely had access to sweets, and with all the food from the parties, he could save the leftovers to reduce his food expenses. As for Heartslabyul's rules, Ruggie is confident he can find a way around them. He would have chosen Scarabia, but he knows Kalim will invite him to a banquet no matter which residence he's in, increasing his chances of getting more free food.

Ruggie is a quiet but cunning person who always strives to make a living. He's willing to do whatever it takes to succeed, even if it means blatantly deceiving others or currying favor with his leader, Leona. He's very resourceful and adapts quickly to any situation.

At school, Ruggie is primarily concerned with himself and only makes an effort to help his classmates when he knows he'll get something in return, whether it's money, food, or something else of value. But his own well-being isn't the only thing he cares about; he also cares about supporting his community in his hometown. His humble upbringing has made him quite versatile, as he's learned several practical skills necessary for survival, such as cooking, cleaning, and a strong work ethic. He's also learned to navigate the streets, claiming to know how to get out of almost any situation without magic. Consequently, Ruggie is also a skilled pickpocket.

In general, Ruggie values ​​his own effort and self-reliance. Because of this, he finds it difficult to trust people on a personal level. He tends to assume that anyone who does him a favor is only looking for something in return, just like he is. However, he is more than willing to make mutually beneficial agreements with almost anyone, provided the compensation is good enough.

Ruggie is a fair-skinned boy of average height. He has short, fluffy hair with slightly flipped-up ends and a messy, shoulder-length fringe. His hair is mostly ash blonde, with a darker shade fading from the top of his head. He has short, unusually thick eyebrows, blue-gray eyes, and subtle dark circles under his eyes.

Instead of human ears, Ruggie has large brown hyena ears on the top of his head. These are complemented by a short hyena tail of the same color. When he opens his mouth, he often reveals small, sharp fangs. He is usually seen with a mischievous grin.
